                       PURPOSE OF APPLICATION



    Pursuant to Section 25.120 of the Federal Communications Commission
    (“FCC”) Rules, GCI requests Special Temporary Authorization to operate
    the earth station that is the subject of pending application filed on
    September 2, 2003, submission ID IB2003001733. GCI respectfully
    submits that grant of the instant STA request is warranted under the
    unique circumstances described herein.

    The earth station is being deployed at the request of the United States
    Department of Defense (DoD) in support of its Strategic Target System
    (STARS) program. DoD has determined that it will commence test firing
    of STARS missiles from their Kodiak Launch Facility located in the Gulf
    of Alaska on September 8, 2003. Part of the test entails tracking the
    trajectory of the missiles for complete study by the military. Based on the
    expected missile trajectory calculated by the military, operation of the
    instant earth station to be located in King Salmon, Alaska is required to
    satisfy this tracking requirement.

    GCI seeks authority to commence operating the station in time for the
    anticipated September 8, 2003 launch date. Given the national security
    interests associated with the operation of the earth station and the priority
    the federal government has placed on the STARS program and our
    national defense systems, including the instant testing schedule,
    construction and operation of the instant earth station under this timetable
    will serve the public interest.

    In addition, GCI has confirmed that operation of the earth station in
    advance of the application grant is not likely to cause harmful interference.
    A frequency coordination has already been conducted for the earth station
    in the planned location. Finally, GCI anticipates that the earth station will
    only be in operation for 90-180 days. Any delay in the commencement of
    such temporary operations would be contrary to the public interest in the
    short-lived, but essential operation of the facility. Under these
    circumstances, therefore, grant of the STA is appropriate.
