     ATTACHMENT B - ENVIRONMENTAL COMPLIANCE STATEMENT

       By this application, Commission consent is sought for the renewal of license of
domestic fixed satellite transmit/receive earth station WD58 Virginia Beach, Virginia.
As the Commission is aware, the applicant sought and received a modification of the
WD58 authorization in February 2004. See FCC File No. SES-MOD-20040224-00266.
The existing operations and overall environmental impact of the earth station remain
unchanged since the 2004 grant of that modification.

       As the Commission is aware, the earth station’s level of radiofrequency radiation
exceeds certain thresholds established by the Commission’s RF Guidelines. To comply
with the Commission’s maximum exposure limits, the applicant has previously instituted,
and continues to utilize, numerous countermeasures found acceptable to the Commission,
including a perimeter barrier around the antenna field, limiting antenna access for station
personnel, discontinuing operations during maintenance, and posting radiation hazard
signs. Such countermeasures continue to ensure that workers, the general public and the
surrounding area are protected from elevated levels of radiation.
