Exhibit A Viacom International Inc. Call Sign E2707 Modification of License June 2016 Description of Application Viacom International Inc. (“Viacom”) hereby requests modification of its fixed Earth station license, Call Sign E2707, 1 to delete an obsolete antenna, to renumber Antenna IDs, to modify antenna equipment, to add an additional 11-meter antenna unit to its authorization, and to modify associated antenna emission designators. A. Deletion of Obsolete Antenna Unit Viacom requests the removal of the 9-meter Harris 5251 antenna, which is identified as Antenna ID 2, from the authorization. The 9-meter Harris 5251 antenna is no longer in service. B. Antenna ID Renumbering Viacom is currently authorized under Call Sign E2707 for two Scientific-Atlanta Model 8007 fixed Earth station antennas under Site ID 1, Antenna ID 1 to operate with Permitted List satellites in the 5925.0000-6425.0000 (Earth-to-space) and 3700.0000-4200.0000 (space-to- Earth) frequency bands. In this Modification Application, Viacom requests the renumbering of the Antenna IDs for these 11-meter antennas for administrative purposes. Viacom requests that one of the two antenna units currently authorized under Antenna ID 1 be identified as “Antenna ID 2,” which is now available following the deletion of the former Antenna ID 2 as described above, resulting in a change in the antenna quantity for Antenna ID 1 from two to one. Exhibit A Viacom International Inc. Call Sign E2707 Modification of License June 2016 ID 2 would have the same performance characteristics as the second unit currently authorized under Antenna ID 1. C. Update Antenna Equipment In accordance with §25.118, Viacom requests that the equipment authorized for each of its 11-meter fixed Earth station antennas, under Antenna ID 1 and the newly re-numbered Antenna ID 2, be updated from Scientific-Atlanta Model 8007 to electrically identical Scientific- Atlanta Model 8016B. D. Addition of Electrically Identical 11-Meter Antenna Viacom requests the addition to its license under E2707 of a third electrically identical 11-meter fixed Earth station antenna (Scientific-Atlanta Model 8016B), as “Antenna ID 4,” at the location with the technical performance characteristics, power levels, and EIRP as currently authorized under Antenna ID 1 and the newly re-numbered Antenna ID 2. E. New Carrier Codes Viacom requests to change the authorized emission designators for two of its 11-meter antennas (Antenna IDs 2 and 4) and for its 6-meter antenna (Antenna ID 3) from 36M0F3F to 36M0G7F. The maximum EIRP density of the requested carrier, 36M0G7F, is less than or equal to the maximum EIRP density of the currently licensed power on in this authorization, and, accordingly, frequency coordination is not required. 2

Radiation Hazard Analyses Radiation hazard analysis for Antenna IDs 2, 3, and 4 have been carried out in compliance with the methods described in the Office of Engineering and Technology Bulletin No. 65. The results are provided in Exhibit B to this application. The analysis does not identify the antennas by their FCC Antenna ID number. For clarity, in the analysis, Antenna ID 2 is identified as “Ant2 – 11M, SA8016B”; Antenna ID 3 is identified as “Ant7 – 6.2M, SA8060”; and Antenna ID 4 is identified as “Ant3 – 11M, SA8016B.” G. Form 312 and Schedule B The Form 312 Schedule B contains all of the information that is required by Section 25.118(a) of the Commission’s Rules. Viacom provides only the information necessary to show the modifications requested for the E2707 authorization described herein. To the extent necessary for the Commission to process this application, Viacom incorporates by reference additional information as it was provided with the relevant underlying license and modification applications for this facility. 3
