Ms. Lott:


The intent of the above referenced license application, in addition to modifying the location of the Earth Station and
some additional conventional C—band emissions, is to delete extended C—band transmissions from the license. We
recognized that due to the limitation on extended C—band use it would not be possible to receive a grant for extended C—
band when this antenna was moved to its new location. The coordination report provided with the application
includes the conventional C—band frequencies at the required power levels — and we believe that it provides the requisite
evidence that there are no coordination issues with the use of conventional C—band with this antenna using the
parameters in the submission at the new location. The frequency band limits used in generating the coordination report
also include extended C—band frequencies, which are not part of, and thus not required for, this application. We
apologize for any misunderstanding this has caused.

        Hello Susan,

        Alan and Adam spoke with me via phone this morning. | said I will come back with an e—mail about the POC‘s.

        For future reference, if you are going to make changes to the current POC‘s then fill out the Item 21 in the
        schedule B otherwise leave the section alone.

        Please respond in a separate e—mail addressing to Ms. Eleanor Lott that the Frequency Coordination Report
        submitted along with this mod. app should not have been submitted because it does not apply to the mod
        application request. Therefore, what was specified in the schedule B is what will show up in the new license.

Hello Susan,

This application seems to contain lots of conflicting information so | need clarification in order to further
process the application, i.e. coordination with NTIA.

You indicated in the Exhibit A that:

    1)     Five new emissions were added to the uplink and downlink in the Conventional C—band
          frequencies to the antenna Id MTN—C63. Understand that MTN—C63 is an antenna Id name
          change you requested for the existing antenna C—CCA—2. The emissions relating to the
          conventional C—band frequencies listed in the attached Schedule B.

    2)     —The following extended C—band frequencies and emissions should be removed under "B)
          Particulars of Operations" of the current license :
                  5850—6171 MHz, 100KG7W

                 5850—6171 MHz, 72M0G7TW

                 5850—5925 MHz, 600KF2D

                 3625—4200 MHz, 100KGTW

                 3625—4200 MHz, 72M0G7W

                 3625—3700 MHz, 600KF2D

    3) The data found in "C) Frequency Coordination" of the current license should be replaced
       with the data found in the "Frequency Coordination" section of the attached Schedule B.
    4) in the Attachedment 1 of the submitted Frequency Coordination dated 8/27/2013, the
       coordination seemed to coordinate the existing Extended c—band frequencies 3625 MHz
       —3700MHz to show 3625—4200 MHz with new emissions and existing transmit
       frequencies 5850 MHz to show 5850—6425 MHz with new emissions.              | want you to
       confirm that the frequencies listed in the attached Frequency Coordination Study should
       have been included in the schedule B of the mod application.         The ones you wanted to
       remove, that is clear. It is confusing that you listed in the schedule B as
       having conventional C—band frequencies then you appended the Frequency Coordination
       Report to include the extended —C band frequencies with higher EIRP/EIRP Density power
       levels and new emissions without listing them in the schedule B.
    5) You need to clarify that in the POC section that you only wanted to keep is ALSAT. That
       means whatever the POCs listed in the current license will be removed.

This application will need to be coordinated with NTIA should the Extended C—band frequencies you
want with new emissions and increased EIRP/EIRP density power levels.
