                               Exhibit 1: Nature of Application

               By this application, GeoEye License Corp. (“GeoEye”) requests that the
Commission modify GeoEye’s license to operate a fixed earth station at Dulles, VA, Call Sign
E980375 (the “Dulles Earth Station”). More specifically, GeoEye seeks to modify the license for
the Dulles Earth Station to: (i) specify GeoEye-2, a non-geosynchronous orbit (“NGSO”)
spacecraft operating in the earth exploration-satellite service (“EESS”), as an additional point of
communication; and (ii) specify additional frequencies and emission designators to facilitate
communications between the Dulles Earth Station and GeoEye-2 in the EESS.

                GeoEye has requested authority to launch and operate GeoEye-2 under GeoEye’s
EESS constellation license, Call Sign S2348. See IBFS File No. SAT-MOD-20120427-00079
(the “GeoEye-2 Application”). The GeoEye-2 Application includes a complete technical
description of the GeoEye-2 spacecraft, including a completed Schedule S and a frequency
coordination report covering the Dulles Earth Station, which GeoEye incorporates by reference.

                Transmissions between the Dulles Earth Station and GeoEye-2 would rely on
existing antenna facilities at the Dulles Earth Station. As described in the GeoEye-2 Application
and reflected herein, communications between the Dulles Earth Station and GeoEye-2 would use
slightly different frequencies and emission designators than communications between the Dulles
Earth Station and other spacecraft in GeoEye’s fleet. The new operations otherwise would be
consistent with operations already authorized and conducted at the Dulles Earth Station under
Call Sign E980375.

              Grant of the instant application would serve the public interest by augmenting
GeoEye’s ability to provide imaging services to its commercial and government customers.
