Dear Mr. Blais,

        Please find enclosed “A Coordination Agreement Between the National
Aeronautics and Space Administration (hereinafter “NASA”) and Astrium Services
Government, Inc. f/k/a Vizada, Inc. (hereinafter “ASGI”) for Operation of Earth Stations
on Board Vessels (ESV) in the 14.0 – 14.5 GHz-Band” (Coordination Agreement) which
was negotiated pursuant to the Commission’s regulations for ESVs.1 It is respectfully
requested that the International Bureau complete the coordination process with the
National Telecommunications and Information Administration (NTIA) in accordance
with the Commission’s ESV Order 2 and release a public notice stating that operations
within the new coordination zone may commence in 30 days if no party has opposed such
operations.

       Please note that the Coordination Agreement, which is being electronically filed
along with this letter through the “Pleadings and Comments” section of IBFS, is

supplemented by a Technical Coordination Agreement 3 which contains the technical
details of the Coordination Agreement. That document, which is being provided to you
separately, is marked as containing technical information of a sensitive and/or proprietary
nature and specifying that no portion of the document may be disseminated outside of
ASGI, and NASA without the agreement of both ASGI and the NASA Goddard Space
Flight Center, Code 450. It is therefore respectfully requested that the Technical
Coordination Agreement be protected from unauthorized disclosure and pursuant to
section 0.57(d) of the Commission’s rules 4 that the document not be routinely available
for public inspection. ASGI authority is hereby granted for FCC disclosure to NTIA.
