                       Answer to Question 43 of Form 312

PanAmSat Licensee Corp. (“PanAmSat”) requests modification of its license, call sign
E000048, to add new emissions and related services. It also seeks to add authority to
communicate in new frequencies and related points of communications, emission
designators and services.

This earth station license, call sign E000048, currently authorizes communication with all
authorized U.S. Domestic (ALSAT) satellites in the 14000-14500 MHz and 11700-12200
MHz frequency bands.
The present modification seeks to add:
    1) new emission designators 850 KF2D and 72M0G7W, as well as related services
       in the 14000-14500 MHz frequency band for communication with all authorized
       U.S. Domestic (ALSAT) satellites;
    2) new emission designator 72M0G7W and related services in the 11700-12200
       MHz frequency bands for communication with all authorized U.S. Domestic
       (ALSAT) satellites;
    3) the frequencies 12750 MHz to 13250 MHz and corresponding emission
       designators 64K0G7W to 72M0G7W and 850 KF2D, for communication with
       the Intelsat 11 (IS-11 @ 43 W.L.) satellite;
    4) the frequencies 13750 MHz to 14000 MHz and corresponding emission
       designators 265KG7W to 72M0G7W and 850 KF2D, for communication with
       the Intelsat 1R (IS-1R @ 50 W.L.) and Intelsat 11 (IS-11 @ 43 W.L) satellites;
    5) the frequencies 10950 MHz to 11200 MHz and corresponding emission
       designators 64K0G7W to 72M0G7W for communication with the Intelsat 1R (IS-
       1R @ 50 W.L.), Intelsat 11 (IS-11 @ 43 W.L), and Intelsat 707 (IS-707 @ 53
       W.L) satellites;
    6) the frequencies 11450 MHz to 11700 MHz and corresponding emission
       designators 64K0G7W to 72M0G7W, for communication with the Intelsat 1R
       (IS-1R @ 50 W.L.), Intelsat 9 (IS-9 @ 58 W.L), Intelsat 707 (IS-707 @ 53 W.L)
       and Intelsat 14 (IS-14 @ 45 W.L) satellites; and
    7) the frequencies 10700-10950 MHz and 11200-11450 MHz and corresponding
       emission designators 64K0G7W to 72M0G7W, for communication with the
       Intelsat 11 (IS-11 @ 43 W.L) satellite.

The relevant modification sought is reflected in Schedule B of this application, as well as
the information provided in Exhibit B.

Schedule B only includes information related to the new emissions being sought in the
present application. It does not reflect the emissions already covered in the current
license. To the extent necessary, the Schedule B information previously provided, which
covers parameters already in the license, is incorporated by reference.


The coordination information relevant to the new frequencies, emission designators and
related points of communications is provided as Exhibits C and D of this application.
The proposed operations in the bands 10.7-11.7 GHz and 12.75-13.25 GHz will be
limited to international systems, in accordance with the requirements of footnote NG 109
to the U.S. frequency allocation table. The earth station will only communicate with
satellites previously authorized to provide services to the United States in relevant
portions of the 10.7-11.7 GHz and 12.75-13.25 GHz bands.

Although PanAmSat is seeking authority to use its earth station, call sign E000048, for
TT&C services in extended frequency ranges in the Ku-bands, it is understood that the
actual TT&C operations will be conducted only in those specific bands licensed on the
relevant satellites for TT&C purposes, taking due consideration of the requirements of
Section 25. 202(g) of the FCC’s rules.
