   Dear Ms. Dortch:

                  On September 24, 2007, SkyWave Mobile Communications, Corp. ("SkyWave") filed
   the above—referenced modification application ("the Modification") to change its regulatory status from
   common carrier to non—common carrier. By this letter, SkyWave seeks to clarify two points set forth in
   the Modification.

                  First, the Modification does not seek a determination from the International Bureau ("the
   Bureau") that SkyWave should have always been entitled to non—common carrier treatment. Instead, by
   the Modification, SkyWave simply requests that the Bureau modify SkyWave‘s regulatory status so that
   the company may be regulated on a non—common carrier basis prospectively.

                    Second, SkyWave seeks to clarify footnote 3 of the Question 43 Attachment which
   references the D2 mode of D+, also referred to by Inmarsat as ISatM2M. Specifically, SkyWave seeks
   to clarify that D2 is not a new service, but simply provides minor enhancements to the current D+
   service, increasing the message size and reducing message latency. This enhanced service will be
   provided over the existing D+ transmission network. Many existing D+ mobile earth terminals
   ("METs") are capable of providing D2 through a simple firmware upgrade, while some newer D+ METs

are already capable of offering the latest version of D+. SkyWave will file all necessary applications
with the Commission so that it may provide the latest version of D+ in the United States.
