I thought it might be useful to provide you with a few bullets from our
discussion:



      All of the vessels currently receiving C-Band service via KA249
are fully compliant with the Commission's ESV Regulations.



      There are a small number of vessels (probably approximately 12)
for which upgrades for this capability may still be needed which could
possibly request C-Band       service via KA249 at some time in the
future. These vessels have not yet been upgraded to full compliance
either because they have been receiving their service from a non-U.S.
provider which does not have to require the capabilities or because the
owner has not scheduled the Preventive Maintenance (during which the
compliance upgrade can be accomplished).



      If one of these non-compliant vessels requests service through
KA249 Vizada and it is not feasible to bring them into compliance prior
to establishing the service         Vizada is able to make sure that
the service (if permitted by the FCC) is provided in a manner which
guarantees that the ESV's transmissions will not cause
      interference to a fixed service operator. This is accomplished


by assigning them to a coordinated 6421 - 6423 MHz frequency which is
not used for micro wave service.
