Per item 2 the new azimuth limits from Huntington Beach for satellite longtudes
of 60 to 140 are 109.1 to 216.0.

Per item 3. We already have a special provision in the license see 5208 in
Section H.
"The licensee shall take extraordinary measures to ensure that the antenna does
not create a potential for


harmful non-ionizing radiation to persons who may be within the immediate
vicinity since this earth

station exceeds the radiation hazard level of 5 mW/cm2. This shall include but
not be limited to roping

off an area or establishing a physical barrier within a radius of at least 20
feet surrounding the antenna or

the trailer on which it is mounted. During actual transmittions, warning signs
shall be posted informing"

Does this special provision transfer with the license and should it not take
care of the FCC's concern.

          Here are the questions we received from the FCC. It is probably
better to send them to you direct rather to try and go over them on the phone,
however if you have any questions please call me or come see me on the third
floor here in Bldg 80 or I would be glad to come up and see you on the 5th
floor. This will require some calculations which I am not capable of doing and
I hope you can do. Do you have a copy of the existing license? I am sure you
will need that and the coordinates at Huntington Beach to do the calculations.
Let me know and I could bring those up to you also.

  I received a fax today from Towanda Bryant at the Satellite Division.   We seem
to have some problems with the modification.

  1. Appears they didn't get the felony letter, even though my records show
that it was attached.
  2. Looks like they have a computerized check of the azimuth angles from the
old location to the new location. Four angles are in error by more than 0.5
degrees. This information is in section C of the license. The values are the
azimuth east limit and west limit for each of the two frequency band limits.
The elevation angles are off by less than 0.5 degrees and are good enough.

  3.   The safe RF radiation limit of 5.0 mW/cm^2 is exceeded by this facility.

  Item 1 - I can fix. Item 2 and 3 - will require an engineering study
(calculations) to determine the values and then I can submit. Can the client
make these calculations or do we need to get ComSearch involved? $$$
