Dear Ms. Dortch:
                  On May 4, 2004, Satamatics, Inc. ("Satamatics")‘ was granted the above—referenced modification
to its blanket authorization to operate up to 25,000 Inmarsat D+ mobile earth terminals ("METs") in the United
States.
                  As a condition of this license, Satamatics is required to modify its authorized MET‘sto facilitate
average shutdown times of 1.35 seconds, and a maximum shutdown time of 2.6 seconds, in order to improve the
protection for the Global Maritime Distress and Safety Service ("GMDSS"). As part ofits modification
application, Satamatics committed to make the necessary software and hardware modifications to its Inmarsat D+
METs within 6 months (%e., by November 4, 2004) of the Commission‘s grant of the above—referenced Satamatics
modification application. In addition, it committed to make any required hub modifications to the land earth
station ("LES") within 12 months (i.e., by May 4, 2005) of the Commission‘s grant of the above—referenced
modification application.
                  On October 29, 2004, Satamatics notified the Commission that it had completed the necessary
MET modifications as required in its authorization. By this letter, Satamatics is notifying the Commission that it
has completed the necessary LES modifications as required in its authorization. A separate copy ofthis letter is
being forwarded to NTIA.
