By this e-mail, I am providing notification that Telecomunicaciones
Ultramarinas de Puerto Rico is a governmental entity and is not required to
pay filing fees pursuant to 47 U.S.C. ∋ 158(d)(1)(B) and Section 1.1113(f)
of the Commissions Rules. This message is provided in connection with an
amendment to an earth station modification filing submitted April 21, 2000
(Application Submission ID: IB2000000300, call sign E4488). The application
was filed as an amendment to a pending modification application (File No.
SES-MOD-20000326-00462).

You should file this as a AMD not a mod because you are AMD the application.
Also, I need a letter stating why you are fee exempt.
