EXHIBIT 1 – APPLICATION NARRATIVE COMSAT, Inc. Request for Modification of KB34 License to Add East and West Longitude Specifications for L-band Frequencies to Frequency Coordination Section of License and to Add Missing Particulars and Specifications to Particulars of Operations, Frequency Coordination, Point of Communications and Antenna Facilities Sections of License Correction File Number SES-MOD-20151009-00695 Call Sign KB34 COMSAT, Inc. (“COMSAT”) respectfully requests that its KB34 license be modified to add East and West Longitude Specifications for L-band frequencies to the Frequency Coordination Section of License. This is needed because those specifications were not included in the past Modification Applications which added L-band authorizations to the license. It is also requested that missing particulars and specifications be added to the Particulars of Operations, Frequency Coordination, Point of Communications and Antenna Facilities Sections of License. These missing particulars and specifications were in the KB34 license with Grant Date of 10/19/2015 for file number SES-MFS-20150602- 00315. The Application which resulted in the current license was filed on 10/09/2015 while the SES-MFS-20150602-00315 was pending. Instead of being filed as an Amendment it was erroneously filed as a Modification Application and cited the file number for the prior license. As a result, when the SES-MOD-20151009-00695 Application was granted the new license was populated only with particulars and specifications from the prior license and particulars and specifications which had been added to the license pursuant to the grant of the SES-MFS-20150602-00315 Application were left out and are missing from current version. A mark up of the current license showing the changes that are needed to address the above is attached as Exhibit 2 and the missing particulars and specifications have been entered as appropriate in the Schedule B being submitted with the Application.
