To Whom It May Concern:

         This letter certifies that SES is aware that Row 44, Inc. ("Row 44") is planning to
seek a modification ("Modification Application·) of its blanket authorization from the
Federal Communications Commission ("FCC") to operate technically identical Ku-band             SES Americom, Inc.

         SES notes that the proposed operations of the Row 44 ESAA terminals at the off-
axis EIRP density levels and other operating parameters provided to SES and reflected in
the Technical Annex (Exhibit A) to be submitted with Row 44's Modification Application
comply with the Section 25.227(a) off-axis EIRP density mask in the plane of the
geostationary satellite orbit ("GSO") and therefore no further coordination with GSO
operators is required for these operations on AMC-9 at 83° W.L. or SES-1 at 101 ° W.L. ,
which are currently included as points of communication in the Row 44 license, as well as
on AMC-2 at 80.85° W.L. or SES-6 at 40.5° W.L., which Row 44 seeks to add via its
proposed modification. SES also acknowledges that the proposed operation of the Row
44 terminals has the potential to create harmful interference to satellite networks adjacent
to these satellites that may be unacceptable. If the FCC authorizes the modified operation
that Row 44 proposes, SES will include the power density levels specified by Row 44 in all
future satellite network coordination agreements it completes with other operators with
respect to these satellites, and Row 44 will comply with all such coordination agreements
reached by SES.
