QUESTION E18 EXHIBIT – FREQUENCY COORDINATION REPORTS

                          Astrium Services Government, Inc. (ASGI)

The Ku-Band Hub antenna which is being added to the Southbury, CT KA304 license for
which frequency coordination is required because authority is requested for transmissions from
the earth station antenna up to the satellite on 13.75 – 14.0 GHz frequencies is not a new facility.
As further explained in the Exhibit for Question 43 this antenna is currently authorized per
ASGI’s Southbury, CT WB36 license. No change is being requested to the authorizations which
are set forth for this antenna in the WB36 license and except for refinement of the response to
E11 of Schedule B specifying the latitude and longitude of the antenna, the information set forth
in the Schedule B of this Modification Application adding it to the KA304 license is a replication
of that which is set forth for the authorizations for the antenna in the WB36 license. ASGI
therefore respectfully hereby incorporates by reference the Frequency Coordination Reports
which were previously submitted to the Commission in support of the prior WB36 applications
which were the basis for those authorizations.

ASGI notes that prior to grant of the previous authorizations for transmissions from the
earth station antenna up to the satellite on 13.75 – 14.0 GHz frequencies the International Bureau
completed successful coordination with the NTIA and the authorizations were granted subject to
the following conditions:

The user must provide the Naval Electromagnetic Spectrum Center (703-325-2750) a 24
hour phone number which would be contacted when national defense and U.S. Naval
operation requirements necessitate immediate cessation of operations.

The applicant is aware that they would be required to temporarily cease satellite
operations on these frequencies until notified otherwise.

ASGI continues to agree to fully comply with these conditions. It has provided the Naval
Electromagnetic Spectrum Center with the 24 hour phone number, 202-262-5000 for contact
with the Southbury teleport when national defense and U.S. Naval operation requirements
necessitate immediate cessation of operations. ASGI confirms that it understands that it would
be required to temporarily cease satellite operations on these frequencies until notified otherwise
and agrees to immediately cease transmissions if so requested.
