Dear siz or madam,

This letter certifies that SKY Perfect JSAT Corporation (SJC) is aware that Tokyo
Broadcasting System Television, Incorporated (TBS), is seeking FCC authorization to access
U.S.—permitted satellite CALSAT status") namely Superbird—B2 at 162EL and non—U.S.
satellite namely Superbird~C2 at 144EL, as the point of communications, using Ku—band
transmit/receive antennas that are compliant with the FCC—2degree spacing requirements.

SJC understands that TBS will be deploying 0.9x0.66 meter elliptical—aperture
transmit/receive transportable earth station. The performance for this earth station
parameter is provided below.

The terminal utilizes a 0.9x0.66 meterelliptical—aperture SWEDISH antenna, CCT 90. This
antenna complies with the sidelobe and cross—polarization pattern requirements specified in
Section 25.209 of the Commission‘s Rules. This antenna is to be installed with a nominal
pointing accuracy of less than or equal to +/ 0.2 degrees.

Also TBS will use the transmission carrier type as below;
         SYMBOL RATE MODE U/L FREQ
         7.072Msps DVB—82 16APSK 14.0000GHz — 14.5000GHz
         7.072Msps DVB—S2 SPSK 14.0000GHz — 14.5000GHz
         7.072Msps DVB—82 QPSK 14.0000GHz — 14.5000GHz
TBS‘s transmission carrier uses between 14.0GHz and 14.5GHz. Therefore, its whole carrier
stays within the range.

Furthermore, in order to prevent unacceptable interference into adjacent satellites,
SJC has been informed and TBS acknowledges that this antenna will be installed in
compliance with the technical, operational and performance requirements of Part 25 of the
FCC rules. TBS‘s proposed operations are consistent with operational conditions in any
existing coordination agreements between SJC and the adjacent satellite operators within
+/~ 6 degrees.

SJC and TBS acknowledge that the use of the SWEDISH antenna will not cause
unacceptable interference into adjacent satellites in accordance with the FCC‘s 2—degree
spacing policy and will not seek any additional protection compared to the case of an earth

                                                                 SKY Perfect JSAT
                                                                     Corporation

station employing an antenna conforming to the reference patterns defined in §25.209 of the
FCC rules.
