                     Response to Question 43, FCC Form 312

Intelsat License LLC (“Intelsat”) requests modification of its earth station license, call
sign KA265, to add new points of communication and new emission designators for
communications in the 3700-4200 MHz and 5925-6425 MHz bands.

Earth station KA265 currently authorizes communication in the frequencies 5850.0-
6425.0 MHz and 3625.0-4200.0 MHz with New Skies Satellite, N.V. 513 @ 183.0 E.L.,
as well as U.S.-licensed Intelsat satellites at 174.0 E.L., 180.0 E.L. and 176.0 E.L.

This modification seeks to add new points of communications to allow operations with
all authorized U.S. Domestic (ALSAT) satellites, limited to the 5925.0-6425.0 MHz and
3700.0-4200.0 MHz conventional C-band frequencies. It also seeks to add new emission
designators in the 5925.0-6425.0 MHz and 3700.0-4200.0 MHz frequency bands. All
points of communications and emission designators currently included in the license
remain unchanged.

The relevant modification sought is shown in Exhibit B of this application.

The coordination information in the current license adequately covers operations with the
new emissions and points of communications sought in this modification application.
This KA265 modification application is similar to Intelsat’s recently granted modification
of its earth station, call sign KA268,1 which added points of communications and
emission designators. In the application modifying KA268, Comsearch sent a letter
confirming that no new coordination report was required because the transmitted e.i.r.p.
densities of the new emissions requested were lower than those already authorized in the
corresponding existingt license. Similarly in this case, the transmitted e.i.r.p. densities of
the new emissions requested are lower than those already authorized in the current
license. All other parameters of the KA268 license remained unchanged.

Furthermore, this application does not entail any material change to the existing “transmit
and receive” parameters of earth station KA265. Intelsat is only requesting new points of
communication and emission designators be added. As such, Intelsat does not include a
complete Schedule B. To the extent necessary, the Schedule B information and any other
relevant exhibits previously provided are incorporated by reference, as amended by the
new points of communication information and new emission designators shown in
Exhibit B of this application.
