                                       EXHIBIT A

        Intelsat Licensee LLC (“Intelsat”) (f/k/a Intelsat North America LLC) herein
requests authorization to modify its existing license, call sign E080011, to relocate the
earth station from its Clarksburg, Maryland teleport to its Mountainside, Maryland
teleport.

        At its new location, the earth station will continue to communicate, per its current
license, with all U.S.-licensed and Permitted List satellites in the 5925-6425 MHz and
3700-4200 MHz frequency bands.

        Intelsat is seeking authority to continue utilizing this antenna to operate TTC&M
carriers within the full 5925-6425 MHz and 3700-4200 MHz (C-band) frequency ranges.
This flexibility is requested because the earth station has been, and will continue to be,
part of a large satellite network that includes many satellites with different TTC&M
frequency ranges. The actual TTC&M transmissions will occur only in frequencies
approved in the related satellite authorizations, taking due account as appropriate, of
Section 25.202(g) of the FCC’s rules. Moreover the proposed carrier that would
potentially operate in the full C-band frequency ranges (emission 1M50G7D) complies
with the FCC’s two-degree spacing requirements, as stipulated in Section 25.218 of the
FCC’s rules. Grant of this request will therefore be compliant with the FCC’s rules.

        The coordination report provided with this application also includes frequencies
in the 5850-5925 MHz and 3625-3700 MHz range. However, for the sake of expediting
processing of the current application in order to meet operational requirements associated
with the antenna relocation, Intelsat is not requesting to communicate in these extended
C-band frequency ranges at this time, but expects to do so in the future. Accordingly, the
Commission is requested not to include the 5850-5925 MHz and 3625-3700 MHz
frequency ranges in its consideration of a grant of the current license modification
request.

        The relevant technical information is provided in Exhibits B, C, and D of this
application. Exhibit B contains a coordination report with Fixed Service operations in the
bands of interest. Exhibits C and D address Radiation Hazard as well as FAA
notification requirements.
