Dear Ms. Dortch:

       On September 13, 2017, Chris Murphy and Daryl Hunter of ViaSat, Inc. (“ViaSat”), and
the undersigned, met with Jose Albuquerque, Paul Blais, Christopher Bair, Chip Fleming and
Trang Nguyen of the International Bureau to discuss ViaSat’s earth station application
referenced above. Steve Hemple of ViaSat joined by teleconference.

       At the meeting, ViaSat discussed the capabilities built into its current satellite networks
and existing operational techniques that protect NGSO systems in the 18.8-19.3 GHz and 28.6-
29.1 GHz band segments from GSO operations. Earth station operations within the ViaSat-2
network will be no different. 1 Protection of NGSO networks in the 18.8-19.3 GHz and 28.6-29.1
GHz band segments, both authorized or proposed before the Commission, is also ensured by
maintaining adequate isolation from the operations of the NGSO systems. 2 As necessary,
ViaSat’s existing network management technology enables the cessation of transmissions in the
18.8-19.3 GHz and 28.6-29.1 GHz frequencies.

      Therefore, ViaSat urges the Commission to promptly grant the application subject to the
same non-harmful interference condition in its existing authorizations for these band segments.
