Dear Mr. Mavros:

        On October 24, 2013, Christian Television Corporation, Inc. (Christian Television) filed
the above—captioned application for a transmit—receive earth station that would operate with
ALSAT—designated satellites on a center frequency of 6149 MHz. For the reasons indicated
below, we dismiss the application as defective, without prejudice to re—filing.‘

         Section 25.112 of the Commission‘s rules, 47 C.F.R. § 25.112, requires the Commission
to return, as unacceptable for filing, any earth station application that is not substantially
complete, that contains internal inconsistencies, or that does not substantially comply with the
Commission‘s rules. Christian Television‘s application is inconsistent, incomplete, and does not
substantially comply with the Commission‘s rules for the following reasons.

    e    Christian Television did not submit a radiation hazard study, as required by the
         underlined text included in item 28 of Form 312 and Section 1.1307(b) of the
         Commission‘s rules, 47 C.F.R. § 1.1307(b).
    e    Christian Television did not submit the Frequency Coordination and Interference
         Analysis Report as required by Section 25.203(c) of the Commission‘s rules, 47 C.F.R.
         §25.203(c).
    e    Christian Television provided a total EIRP for all carriers of 61.9 dBW in item E4O of the
         Schedule B; however, this value is inconsistent with our calculated EIRP of 57.94 dBW
         that is based on the technical information provided in item E41 and item E38 (10 Log (16
         W) + 45.9 dBi= 57.94 dBW).
    e    Christian Television listed the maximum EIRP density per carrier per 4kHz in item E49
         of the Schedule B as 61.9 dBW; this value is inconsistent with item E48, 16 dBW
         maximum EIRP per Carrier, and item E47, a 3M70GIF emission designator.

       While not grounds for dismissal we note that Christian Television indicated in item 26 of
the FCC 312 Main Form that the type of earth station facility is Transmit/Receive; however, it
listed only the transmit frequency in item E43/44 of the Schedule B. If the antenna is used to

both transmit and receive, Christian Television must indicate the frequencies used for reception in
any re—filed application.

        Accordingly, pursuant to Section 25.112(a)(1) of the Commission‘s rules, 47 C.F.R. §
25.112(a)(1), and Section 0.261 of the Commission‘s rules on delegations of authority, 47 C.F.R.
§ 0.261, we dismiss Christian Television‘s application without prejudice to re—filing.
