                   REQUEST FOR EXPEDITED PROCESSING

Intelsat License LLC (f/n/a Intelsat North America LLC) (“Intelsat”) respectfully
requests expedited processing of its application for authorization to operate a VSAT
network using its Mountainside, Maryland earth station, call sign E040414, as a hub. The
proposed operations comply with all the requirements of Section 25.115(a)(2) of the
FCC’s rules. The proposed operations will:

   1) be in the 11.7-12.2 GHz and 14-14.5 GHz bands;

   2) only use U.S.-licensed or Permitted List geostationary satellites;

   3) be on a non-common carrier basis;

   4) conform to all technical, procedural and operational requirements of the FCC’s
      rules and require no waivers;

   5) use antennas that comply with the antenna gain standard specified in Section
      25.209(a) and (b) of the FCC’s rules;

   6) conform with all routine power and power density rules contained in Section
      25.212 of the FCC’s rules;

   7) not require frequency coordination;

   8) not have a significant environmental impact, as defined by 47 C.F.R. § 1.1307;1

   9) not require FAA notification under 47 C.F.R. Part 17 and 47 C.F.R. § 25.113(c).
