Dear Mr. Barker:

         On May 9, 2007, Americom Government Services, Inc. (AGS) filed the above—captioned
applications seeking authority, in each application, to operate Ku—band‘ two—way Land—Mobile
Satellite Service (LMSS) networks consisting of up to one hundred in—motion MES terminals.
These terminals are proposed to be mounted on land—based vehicles operating throughout the
United States. On May 9, 2008, AGS filed amendments to these applications to specify
individual antenna EIRP levels. We request that AGS provide, by amendment, additional
information to allow the Commission to continue to process the applications.

        Pursuant to Section 25.111(a) of the Commission‘s Rules, 47 C.F.R. § 25.111(a), we
request a copy of the following measurements on a production antenna performed on a calibrated
antenna range. As a minimum, the measurements shall be made at the bottom, middle and top of
each allocated frequency band.

        (i) Co—polarized patterns for each of two orthogonal senses of polarizations in two
        orthogonal cuts of the antenna.
                 (A) In the azimuth plane, plus and minus 7 degrees and plus and minus 180
                 degrees.                                           ‘
                  (B) In the elevation plane, zero to forty—five degrees.
         (ii) Cross—polarization patterns in the E— and H—planes, plus and minus 9 degrees.
         (iii) Main beam gain.

In addition, the antenna gain pattern envelopes specified in 47 C.F.R. §25.209(a) and (b) shall be
superimposed on each pattern.

        AGS must submit the requested information within thirty calendar days from the date of
this letter. Failure to submit the requested information will result in dismissal of the applications
pursuant to Section 25.112(a)(2) of the Commission‘s rules, 47 C.F.R. § 25.112(a)(2).
