 Dear Ms. Dortch:
         By this letter, HNS License     LL.C ("Hughes‘), lcensee of a new earthstation at
 Fillmore. Califomia (Call Sign EO6O383, issued March 2007)informs the Commission that it
 has been unsble to comply with a compltance deadline in its authorization due to cireumstances
 beyond is control. 1t accordingly requests emporary relief from the deadlinein question as
 described below
         Hughes applied for suthority to establish the earth sttion at Fillmore, California as part
 of ts telemetry, tlecommand, and control TT&C") system for the soon—to—he—Lsunch Ka—band
 fined—satelite service space station, SPACEWAY 3. thatis lcensed to Hughes® corporate parent
 Recognizing that the station would need tobe checked out and validited in advance of the taunch
 of SPACEWAY 3, Hughes included in itsapplication a requestfor suthoriy to access an
 existing Ka—band satelite,1A—8 (now known as Galaxy 28). The Call Sign EO6O3Hlicense
 suthonzing Hughes to access t two spacecraft was granted on March 6, 2007. TThe lcense
 includes Condition 253, which specifiesthat th"{Hicensee has 60 days from the grant date to
 submit to the FCC the resultsof antenna performance verification measurements in accordance
 with Section 25.138(d) of the Commission‘s Rules:" License, Call Sign BO6O383, t Section H.
         Afte the lcense was granted. Hughes leamed from the operator of Galaxy 28 that the
 spacecraft would not be suitable for TT&C testing. On April 4, 2007, Hughes filed a request for
 special temporary authority (File No. SES—STA—20070404—00428) to enable t t conduct thetest
 TT&C operations using a different sateltc. Operations commenced pursuanttothe STA, which
 was granted on April 10, 2007.       Unfortunately, Hughes experienced a number of esting ssues
