         By this ltter, HNS License Sub, 1L.C ("Hughes"), licensee of a new carth stationat
 Castle Rock, Colorado(Call Sign EOGOTR2, issued March 6, 2007)informs the Commission that
 ithas been unable to comply with a compliance deadline in its authorization due to
 circumstances beyond its contro. It accordingly requests temporary relief from the deadline in
 question as described below
          Hughes applied for uthority to establishthe eath sttion at Castle Rock, Colorado as
 part of itstelemetry,telecommand,and control ("IT&C")        system for the soon—to—be—launch Ka—
 band fixed—satelite service space station, SPACEWAY 3, that is icensed to Hughes® corpornte
 parent. Recognizing that the station would need tobe checked out and validted in advance of
 the Iaunch of SPACEWAY 3, Hughes included in its application arequest for suthonityto access
 an existing Ka—hand satellite, 1A—8 (now known as Galaxy 28). The Call Sign EOGO3S? Iiconse
 authorizing Hughes to access the two spacecraft was granted on March 6, 2007. The license
 includes Condition 253, which specifiesthat t"[llcensee has 60 days fromthe grant date to
 submittothe FCC the results of antenna performance verfication measurements in accordance
 with Section 25.138(d) ofthe Commission‘s Rules:" License, Call Sign BO6O32, t Section H
         After the lcense was granted, Hughes learmed from the operator of Galaxy28 that the
 spacecraft would not be suitable for TT&C testing. On April 4, 2007, Hughes filed a request for
 special temporary authonity (File No. SES:—STA—20070404—00420) to enable t to conduct the test
 TT&Coperations using a differentsatllite. Operations commenced pursuant to the STA, which
 was granted on April 10, 2007. Unfortunately, Hughes experienced a number of testing issues
