Dear Mr. Tycz,

Lord SpaceCom Corporation oebtor-In-Possession) (“Loral”) is responding your letter
of July 23,2004, requiring that additional information regarding the above application be
sent to the Commission within 30 days of the date of this letter
The Lord applicarion requests authorization to provide a data communications service
delivering remote telemetry and control ‘information from two locations in Spain to
Hawley, Pennsylvania via the HISPASAT- 1C satellite operating at 30” W. Lord clearly
understands the process for a Non-U.S-licensed satellite to gain access to the U.S.market
by either filing a petition to be added to the Commission’s Permitted Space Station List
or, as in the case of a previous earth station applicant DC I 11, Inc., who filed a license
modification and was granted authority to access the HISPASAT-1C satellite. Loral filed
its license application; Call Sign: E040105 and File Number:SES-LIC-20040210-00282,
based on the grant of the license (E890197)modification to DC I 11, Inc. to access the
HISPASAT- 1C satellite; and in doing so expected a routine grant of its license request.

Loral wilI be unable to provide the requested information by the deadline set in your
letter and respectfully requests that it be given an extension until September 30,2004 to
provide rhe information. We are unable to provide the information by the deadline
because much of the staff of Hispasat is on vacation until September 1,2004. Input from
the Hispasat staff is needed to provide the necessary information and assure its accuracy.

In addition Loral respectfully requests that the STA (File No. SES-STA-20040309-
00339) granted on March 10,2004 continue until the instant its license application is
favorably acted upon.
