Madam Secretary, With reference to recent telephone conversations between myself and Mr. Scott Kotler (Systems Analysis Branch) regarding a license for a Temporary Fixed Earth Station, 1 am writing to you with reference to license number: SES—LIC—20031008—01391 call sign: EO30222, a temporary Fixed Earth Station licensed to Locked Stream LLC in Los Angeles. The original license was granted to Locked Stream LLC with equipment owned by myself. The equipment was returned to me in January 2006 and has not been used whilst in my possession. I now wish to use the system for news gathering operations on permitted satellites. I have requested Locked Stream LLC to transfer the license over to me to enable me to use the system, but they are unwilling to do so. I have been advised by Mr. Kotler that two license numbers cannot be granted for the same unit. Therefore, I am respectfully requesting that the license number above is cancelled at the earliest opportunity, prior to me applying for a new license. The grounds for cancellation are with reference to the Federal Communications Commission section (Applications & Licenses) section 25.161 Sub Section (c), which states that "The removal or modification of the facilities which renders the station non—operational for more than 90 days, unless specific authority is requested". (Automatic Termination of Station Authorization) comes into effect. I have been in possession of the unit for more than 90 days. Yours Faithfully, Robert J Lockeridge
