Dear Ms. Joanne Greet:

        On October 15, 2014, Universal Space Network, Inc. (USN) filed the above-
captioned application seeking an authorization to operate a receive-only fixed earth
station in North Pole, Alaska, to receive signals from the PROBA-V satellite, which is
owned and operated by the European Space Agency (ESA), an intergovernmental
organization affiliated with the European Union (EU), using the center frequency of
8090.0 MHz (space-to-Earth). Pursuant to Sections 25.111(a), 25.137 (a) and (b), and
25.114 of the Commission's rules, we request certain information concerning the
PROBA-V satellite and its operation with the El 40105 earth station in order to process
USN's application.
        In accordance with Section 25.111(a) of the Commission's rules, the Commission
may request from any party at any time additional information concerning any
application, or any other submission or pleading regarding an application, filed under Part
25 of the Commission's rules.'
         Sections 25.137(a) and (c) of the Commission's rules, 47 C.F.R. § 25.137(a) and
(c), state, in part, that "(a) Earth station applicants or entities filing a 'letter of intent'....
requesting authority to operate with a non-U.S. licensed space station to serve the United
States...." "(c) .... must include an exhibit providing legal and technical information for
the non-U.S.-licensed space station of the kind that Section 25.114 would require in a
license application for that space-station, including but not limited to, information
required to complete Schedule S."2
        While USN has provided Schedule S information for the PROBA-V satellite, we
require additional information about the satellite in order to complete our review of
USN's earth station application. Specifically, the band being requested (8040-8 140
MHz) is also used by Digital Globe, Planet Labs, and Skybox Imaging, which all have
receiving Earth station facilities in Alaska. As a result, we require the following
information from USN:

                      Federal Communications Commission


       •   Coordination agreements between ESA and Digital Globe, Planet Labs, and
           Skybox Imaging to show that all providers can operate without causing
           interference to each other.

       •   The space station antenna gain contour diagram(s) for the transmit beam for
           the PROBA-V satellite plotted on an area map.

       •   An orbital debris analysis including the end-of-life disposal plan for the
           PROBA-V satellite given that the satellite is not on the Permitted List.

       •   A copy of the ITU filing or the file name under which the PROBA-V satellite
           was filed with the ITU.
