("Horizon") for "full" authority to provide Broadband Global Area Network ("BGAN") service over the Inmarsat—4 ("I—4") spacecraft. MSV‘s Petition repeats arguments to which Inmarsat has fully responded in dozens of pleadings submitted in analogous contexts.
