& Thranc Airtime Ltd. ("T&P          Alftime") for "full"authority to provide Broadband Global Area
Network (‘BGAN®) service gverihe Inmarsat—4 (‘1—4") spacecraft. T&T Airtime has held
special temporary authority 1b       prgbide BGAN service over 1—4 since June 30, 2006.
               MSV‘s Pori            ats arguments to which Inmarsat has fullyresponded in
dozens ofpleadings submittcd in Bnalogous contexts. MSV even attaches as Exhibit B to ts
Petition a letter request for enditfons that MSV already filed in this very proceeding, and to
which Inmarsat, T&T Airtimg          others responded earlier this month in a Joint Reply. Because
MSV raises no new allegatiohs         Offarguments in its Petition, and in the interest of conserving
Commission resources, Inmajsat fsponds to the Petition by incorporating by reference its
previously filed responses to MSV‘s many pleadings, including, but not limited to, the following:

delay.
