       Mobile Satellite Ventures     hubsidiary LLC (‘MSV") hereby files this Reply to the
Oppositions ofThrane & Thrane        irtime Ltd. ("Thrane & Thranc") and Inmarsat Ventures

Limited ("Inmarsat") to MSV‘s P ition to Hold in Abeyance the above—referenced appliation."
Thranc & Thrane seeks to opérat       roadband Global Area Network ("BGAN®) terminals in the

United States with an uncoordinat      Inmarsat—4 L band satellite (Inmarsat 4F2 at 52.75°W). As

MSV explained in its Petition, th     ternational Bureau ("Bureau") should not grant this

application unless and until the n    Inmarsat 4F2 satelite has been coordinated, due to the

harmfulinterference that would       ult without coordination, including to MSV and the important

services it provides to federal, sat . and local public safety organizations.
       In their Oppositions, T        & Thranc and Inmarsatincorporate by reference pleadings
from previous proceedings. MS         ereby incorporates by reference the following replies to these

pleadings asfiled in those provio proceedings:
