                              APPLICATION TO ASSIGN LICENSES

          Through this license assignment application, Petrobras America Inc. (“PAI”), a
subsidiary of Petróleo Brasileiro S.A. – Petrobras (“Petrobras”),1 and Murphy Exploration &
Production Company – USA (“Murphy Expro USA”), a subsidiary of Murphy Oil Corporation
(“Murphy Oil”),2 seek Commission approval for the assignment of two C-band earth station
licenses3 currently held by PAI to Murphy Expro USA.

          PAI has entered into a definitive agreement with Murphy Expro USA to form a joint
venture company (“JV”) comprised of oil and gas producing assets in the Gulf of Mexico.4 The
establishment of the JV will be through the contribution by both companies of their current
producing Gulf of Mexico assets, with Murphy Expro USA overseeing the operations with an
80% interest and PAI with a 20% interest.

         Murphy Oil subsidiaries hold numerous FCC licenses,5 and Murphy Expro USA is legally,
technically, and otherwise qualified to hold earth station authority. The ownership structure of
Murphy Expro USA, an indirect, wholly owned subsidiary of Murphy Oil (a Delaware
corporation), is set forth in Exhibit E.

         Given the ownership structure of Murphy Expro USA, the subject earth station licenses
will be assigned from a Brazilian-controlled entity to a U.S.-controlled entity. However, no
change in the operation or use of the FCC-licensed facilities is anticipated. Thus, the facilities
will continue to provide critical communications connectivity to offshore oil and gas operations.

         Network control and monitoring of the earth stations will continue to be provided on a
24/7 basis. An additional point of contact for both earth stations will be:

         Grant of this application will enable Murphy Expro USA to operate the licensed earth
