Dear Sir or Madam: NewCom International ("NewCom"), by its undersigned counsel and pursuant to section 25.120 of the Commission‘s Rules, 47 C.F.R. § 25.120, hereby requests that the Commission dismiss NewCom‘s modification application ("Application") to add the Intersputnik Express 3A ("Express 3A") geostationary satellite positioned at 11° west longitude as a permanent point of communication to Call Sign E050018.‘ Subsequent to filing the Application, the Russian Satellite Communications Company ("RSCC") began taking formal steps to deorbit and permanently decommission the Express 3A. Given that final deorbiting maneuvers are expected to occur in early 2009, permanent authority to communicate with the Express 3A is no longer necessary, and NewCom seeks only special tegnporary authority ("STA") to communicate with the satellite under Call Sign EO050018. The technical and operational parameters referenced in the Application are not affected by this filing. Accordingly, NewCom‘s STA requests, seeking permission to use the Express 3A as a point of communication for Call Sign E050018, continue to cross reference the Application.
