                          Re:             Application to Modify the Trans—Pacific Express Cable Network
                                          File No. SCL—MOD—20080714—00012

                          Dear Ms. Dortch:

                          The Trans—Pacific Express Cable Network ("TPE") Consortium currently has
                          pending the above—captioned application, which seeks FCC consent to add NTT
                          Communications Corporation ("NTT") as a licensee on the TPE cable and to extend
                          the TPE cable to add a landing station in Shinmaruyama, Japan. The TPE
                          Consortium hereby updates this application to reflect a recent pro forma assignment
                          of China Network Communications Group Corporation‘s ("China Netcom") interest
                          in the cable to China United Network Communications Group Company Limited
                          (formerly known as China United Telecommunications Corporation) ("China
                          Unicom"), as described in a proforma assignment notification filed yesterday(see
                          File No. SCL—ASG—20090204—00001).

                          The pro forma assignment occurred as part of a restructuring that took place on
                          January 6, 2009 (retroactively effective as of January 1, 2009). Because China
                          Unicom and China Netcom were both owned and controlled by the government of
                          the People‘s Republic of China — which remains China Unicom‘s ultimate parent —
                          the restructuring did not change the ultimate ownership or control of the license
                          interests and the assignment is thus pro forma in nature.
