                         Dear Ms. Dortch:

                         Cedar Cable Ltd. ("Cedar"), by its undersigned counsel, hereby updates the records of the
                         Federal Communications Commission ("FCC") to reflect that the CB—1 Cable System
                         ("CB—1"), a private cable extending between Bermuda and the United States, will only
                         operate at 10 Gbps, instead of 20 Gbps as authorized in the CB—1 license, FCC File No.
                         SCL—LIC—20080603—00011.

                         Cedar and MFS CableCo US, Inc. ("Verizon") (collectively the "Licensees"), completed
                         construction and commenced operating the CB—1 on December 20, 2008. As described in
                         the original application, the CB—1 was built using cable from the deactivated Gemini
                         North cable, which had consisted of two fiber pairs providing capacity between the
                         United States and the United Kingdom as follows: (i) one fiber pair carrying 8 x 2.5
                         gigabits per second (Gbps) traffic streams; and (ii) the other pair carrying 2 x 10 Gbps
                         traffic streams. The Gemini North cable was recovered from the seabed and moved so
                         that it now connects the United States and Bermuda. As built and configured, however,
                         the CB—1 cable system capacity is 10 Gbps, with only one active fiber pair carrying 2 x
                         10 Gbps traffic streams as one "collapsed loop" creating a single 10 Gbps traffic stream.
