Final Analysis, which is a licensee in the non—voice, non—geostationary mobile satellite service, is seeking consent to a pro forma transfer of less than ten percent of the stock of its parent corporation, Final Analysis Inc., from its current shareholders, Nader Modanlo and Michael H. Ahan, to PO Polyot, a corporation located in Omsk, Russia. At the same time, PO Polyot will execute an irrevocable proxy granting Mr. Modanlo the right to vote its shares in Final Analysis, Inc. Final Analysis states that the effect of these transactions is to grant Mr. Modanlo positive de jure control of the parent corporation, a non—substantial change in control of Final Analysis, the licensee. As Mr. Modanlo has been Chairman and President of the licensee corporation Final Analysis, and half—owner of its parent corporation Final Analysis, Inc. since the licensee‘s inception, this transaction will not result in a new party controlling the licensee. Pursuant to Section 0.261 of the Commission‘s rules on delegations of authority, 47 C.F.R §0.261, Final Analysis Communication Services, Inc.‘s application for pro forma transfer of control IS HEREBY GRANTED.
