                    REQUEST FOR SPECIAL TEMPORARY AUTHORIZATION
                             (Response to Question 8, STA Form)

          Pursuant to Section 25.120(b)(3) of the Commission’s rules,1 Hughes Network Systems, LLC

(together with its affiliates, “Hughes”) requests a 60-day renewal of its special temporary

authorization (“STA”) to operate EchoStar XIX (a/k/a JUPITER 2) (Call Sign S2834),2 a Ka-band

fixed-satellite service satellite, to extend service coverage to the U.S. Virgin Islands, as shown in

Figures 1 and 2 below.3

        The requested STA will allow use of the EchoStar XIX satellite for communications with earth

terminals authorized under an existing blanket license, Call Sign E060445, to support recovery

operations in the Caribbean following Hurricane Maria. In the wake of Hurricane Maria, vast portions

of the U.S. Virgin Islands lost wireless coverage, leaving residents without cellphone service.4 As the

Commission recently noted, substantial numbers of cell sites in the U.S. Virgin Islands remain out of

service.5

        Grant of the requested STA will serve the public interest by allowing use of available capacity

on EchoStar XIX for broadband service to existing user terminals authorized under Call Sign E060445,

including 74 cm, 90 cm, and 98 cm earth terminals. Such service will be used primarily by federal and

local government organizations, including the Federal Emergency Management Agency, the U.S.

Department of Interior, and the U.S. Department of Agriculture, to provide communications for

emergency or recovery operations or to re-establish communications at existing facilities. Moreover,

service will be provided to user terminals that are already authorized under Call Sign E060445 to

operate in the U.S. Virgin Islands.6

          Hughes proposes no change to the authorized technical parameters of the EchoStar XIX

satellite. 7 Rather, Hughes merely seeks a modest extension of EchoStar XIX’s authorized service

coverage to include the U.S. Virgin Islands, subject to existing authorized technical parameters8.

Moreover, user terminals communicating with EchoStar XIX will operate pursuant to technical

parameters authorized under Call Sign E060445. Accordingly, there are no interference concerns

with the proposed STA operations. In any event, the proposed STA operations will be conducted on

an unprotected, non-harmful interference basis.
