Scope of Grant:        Special Temporary Authority for a period of 30 days to continue to conduct in—orbit testing
                       (IOT) and telemetry, tracking, and command (TT&C) operations necessary to maintain
                       EchoStar 18 at 67.2° W.L. Upon completion of IOT, DISH is authorized to drift EchoStar
                       18 from the 67.2° W.L. orbital location to the 61.35° W.L. orbital location.

                       frequency band.
Operations under this grant must comport with the legal and technical specifications set forth by the
applicant or petitioner and with Federal Communication Commission‘s rules not waived herein. This
grant is also subject to the following conditions:

1.   All operations during this grant of special temporary authority must be on an unprotected and non—harmful
interference basis, i.e., DISH must not cause harmful interference to, and must not claim protection from
interference caused to it by, any other lawfully operating stations. In the event of harmful interference as a result
of operations under this grant, DISH must cease operations immediately upon notification of such interference,
and shall inform the Commission, in writing, immediately of such an event.

2. DISH must coordinate operations of EchoStar 18 with existing geostationary space stations to ensure that no
unacceptable interference results from its operations at the 67.2° W.L. orbital location.

3.   EchoStar 18‘s operations at 67.2° W.L. must be limited to IOT and TT&C and must not include the
provision of commercial services.

4. During IOT, DISH must maintain the EchoStar 18 space station with an east/west longitudinal station—
keeping tolerance of +/— 0.05 degrees of the 67.2° W.L. orbital location.
Licensee/grantee is afforded thirty (30) days from the date of release of this action to decline the grant as
conditioned. Failure to respond within this period will constitute formal acceptance of the grant as conditioned.

This action is taken pursuant to Section 0.261 of the Commission‘s rules on delegated authority, 47 C.F.R. §
0.261, and is effective upon release.

Station licenses are subject to the conditions specified in Section 309(h) of the Communications Act of 1934, as
amended, 47 U.S.C. § 309(h).

                                              EXHIBIT 1

                   REQUEST FOR SPECIAL TEMPORARY AUTHORITY


        Pursuant to Section 25.120(b)(3) of the Commission‘s rules," DISH Operating L.L.C.

(together with its affiliates, "DISH") requests to renew its special temporary authorization

("STA") for an additional 30 days, until September 6, 2016, to conduct in—orbit testing ("IOT")

of the EchoStar 18 satellite (Call Sign $2931) at the 67.2° W.L. orbital location.*

        Grant of the requested STA renewal will allow DISH to continue conducting IOT and

TT&C operations of EchoStar 18 while the satellite remains temporarily at 67.2° W.L., prior to

moving to its proposed assigned orbital location at 61.35° W.L.," in accordance with the

following schedule:

        (1)     EchoStar 18 was launched successfully on June 18, 2016.

        (2)     After launch and orbit—raising maneuvers, EchoStar 18 was placed at 67.2° W.L.,
                where IOT is being conducted for approximately 60 days.

        (3)     After completion of IOT, EchoStar 18 will be moved to its proposed assigned
                orbital location at 61.35° W.L.

        The requested testing will not cause harmful interference to other authorized co—

frequency broadcasting satellite service ("BSS") operations. The nearest co-fr¢quency satellites

are EchoStar 12, EchoStar 15, and EchoStar 16 at the 61.5° W.L. orbital cluster and Nimiq 5 at

72.7° W.L., all of which are being utilized by EchoStar for the provision of BSS/DBS. The IOT

test plan procedures will be such that no interference will be generated into the adjacent

EchoStar services. In the unlikely event of harmful interference, DISH is prepared to take

appropriate measures to eliminate the interference, including immediately terminating IOT upon

receiving notice of such interference.

       Grant of the requested STA renewal will serve the public interest by allowing DISH to

conduct IOT operations required to ensure that the EchoStar 18 satellite is fully operational and

capable of providing service to millions of DISH subscribers.
