The application of Intelsat License LLC (Intelsat), IBFS File No. SAT—STA—20140421—00039,
for special temporary authority for the Intelsat 7 space station (Call Sign $2229), is GRANTED.!
Accordingly, Intelsat is authorized for a period of 180 days, commencing July 1, 2014 to perform
telemetry, tracking, and command (TT&C) operations necessary to drift Intelsat 7 from the
68.65° E.L. orbital location" to the 18.2° W.L. orbital location using the following center
frequencies: 11451.0 MHz and 11453 MHz (space—to—Earth); and 13998 MHz (Earth—to—space).
Operations under this authorization must be in accordance with the terms, conditions, and
technical specifications set forth in Intelsat‘s application and the rules of the Federal
Communications Commission, and are subject to the following conditions:
         1.       All operations under this grant of special temporary authority must be on an unprotected
and non—harmful interference basis, i.e., Intelsat must not cause harmful interference to, and must not
claim protection from interference caused to it by, any other lawfully operating radiocommunication
system.
        2.     In the event of any harmful interference as a result of the operations under this grant of
special temporary authority, Intelsat must cease operations immediately upon notification of such
interference and must immediately inform the Commission, in writing, of such an event.
        3.      Intelsat must coordinate the operations of Intelsat 7 with existing geostationary space
stations to ensure that no unacceptable interference results from its operations during drift to the 18.2°
W.L. orbital location.
        4.        Intelsat must operate only the TT&C frequencies on Intelsat 7 during the space station‘s
drift from the 68.65° E.L. orbital location to the 18.2° W.L. orbital location.

         5.       Intelsat must notify the Chief, Satellite Division, in writing, of the date that the Intelsat 7
space station departs the 68.65° E.L. orbital location within three business days of the departure date.
       6.      This action is without prejudice to any decision regarding Intelsat‘s replacement
expectancy to operate a space station in the 6675—6725 MHz and 3400—3700 MHz frequency bands at
the 68.5° E.L. orbital location.*
        7.      Intelsat is afforded 30 days from the date of release of this grant and authorization to
decline this authorization as conditioned. Failure to respond within this period will constitute formal
acceptance of the authorization as conditioned.

> Intelsat 7 was authorized in 2004 to operate at 68.65° E.L. See Policy Branch Information: Action Taken, Report
No. SAT—00222, IBFS File No. SAT—MOD—20040405—00078 (June 15, 2004) (Public Notice). At the time of its
launch, Intelsat 7 was named PAS—7 for commercial purposes, but PAS—21 for FCC filings. In 2007, Intelsat filed a
letter notifying the Commission that it had renamed PAS—7/PAS—21 (Call Sign 2229) as Intelsat 7. See Letter from
Susan Crandall, Assistant General Counsel, Intelsat Corp., to Marlene H. Dortch, Secretary, FCC, filed Jan. 8, 2007,

Intelsat anticipates that the drift of Intelsat 7 from 68.65° E.L. to 18.2° W.L.
will take approximately 9 months. As such, Intelsat anticipates filing a
request for extension of drift authority that will include a request to operate
Intelsat 7 when it arrives at 18.2° W.L. in approximately April 2015. Once
on—station at 18.2° W.L., Intelsat 7 is expected to operate in the following
communications frequencies for 180 days:

3400—3700 MHz
6425—6725 MHz

10.95—11.2 GHz
11.45—11.7 GHz
13.75—14.25 GHz

Grant of this STA request is in the public interest because it will allow Intelsat
to meet additional temporary customer demand at 18.2° W.L. The Intelsat 7
satellite will operate in several frequencies not utilized by the Intelsat 901
satellite (6425—6725 MHz, 3400—3625 MHz, and 13.75—14.25 GHz). Use of
these additional frequencies at the 18.2° W.L. location will enhance services
provided to Intelsat customers. In addition, the FCC recently extended the
license term for Intelsat 7, finding continued operation of the Intelsat 7
satellite to be in the public interest." This request for STA to relocate Intelsat
7 will serve the public interest by placing the satellite temporarily in a location
that will best serve customer needs.

Grant of this STA request will not result in increased risk of harmful
interference. As noted above, Intelsat will operate only the above listed
TT&C frequencies during the drift, and will coordinate its TT&C
transmissions with operators of satellites in the drift path. Should any
interference occur during the drift, Intelsat will take all reasonable steps to
eliminate such interference. Once Intelsat 7 is on—station at 18.2° W.L.,
Intelsat will operate the communications payload in conformance with its
coordination agreements related to that location or on a non—interference, non—
protected basis. Additionally, Intelsat agrees to operate Intelsat 7 at 18.2°
W.L. in accordance with the frequency—related conditions in the

Intelsat has assessed and limited the probability of the space station becoming
a source of debris as a result of collision with large debris or other operational
space stations. Intelsat 7 will not be located an orbital location that has an
overlapping station—keeping volume with another satellite." Further, Intelsat is
not aware of any other FCC licensed system, or any other system applied for
and under consideration by the FCC, having an overlapping station—keeping
volume with Intelsat 7 at 18.2° W.L. Finally, Intelsat is not aware of any
system with an overlapping station—keeping volume with Intelsat 7 at 18.2°
W.L. that is the subject of an ITU filing and that is either in orbit or
progressing towards launch.

For the reasons set forth herein, Intelsat respectfully requests that the
Commission expeditiously grant this request.
