The application of Intelsat License LLC (Intelsat) for special temporary authority, IBFS File No.
SAT—STA—20121119—00199, IS GRANTED. Specifically, Intelsat is authorized, for a period of
30 days, commencing on November 22, 2012, to continue to conduct telemetry, tracking, and
command operations necessary to drift the Intelsat 10 space station (Call Sign $2382) from the
68.5°E.L. orbital location to the 47.5° E.L. orbital location, using the 12.7475 GHz and 12.7485
GHz (space—to—Earth) and 14.0005 GHz and 14.4995 GHz (Earth—to—space) frequencies. Intelsat
is also authorized, on a temporary basis, to provide Fixed—Satellite Service (FSS) via Intelsat 10 °
at the 47.5° E.L. orbital location in the 3700—4200 MHz (space—to—Earth), 5925—6425 MHz
(Earth—to—space), 11.45—11.70 GHz (space—to—Earth), 12.25—12.75 GHz (space—to—Earth), and
14.0—14.5 GHz (Earth—to—space) frequency bands. Operations under this authorization must be in
accordance with the terms and conditions contained in Intelsat‘s application, the Federal
Communications Commission‘s rules not waived herein, and are subject to the following
conditions:
         1.    All operations under this grant of special temporary authority must be on an
unprotected and non—harmful interference basis, i.e., Intelsat must not cause harmful interference
to, and must not claim protection from interference caused to it by, any other lawfully operating
radiocommunication system. In the event of any harmful interference as a result of the
operations under this grant of special temporary authority, Intelsat must cease operations
immediately upon notification of such interference and must immediately inform the
Commission, in writing, of such an event.
         2.    Intelsat must maintain full operational control of the Intelsat 10 space station at all
times.
      3.     During the drift to the 47.5° E.L. orbital location, Intelsat may not operate the
communications payload on the Intelsat 10 space station.
         4,    While at the 47.5° E.L. orbital location, Intelsat must maintain the Intelsat 10
space station with an east/west longitudinal station—keeping tolerance of +/— 0.05 degrees.
         5.    This authorization is issued with the understanding that, to the extent Intelsat and
its affiliated companies, pursuant to any arrangement with the German Administration, conforms
its operations to any parameters agreed to in coordination agreements between the German
Administration and other Administrations, responsibility for both compliance with, and
enforcing compliance with, those arrangements and agreements is a matter that would arise
under private law.
        6.      The United States remains the licensing administration of the Intelsat 10 space
station and its communications payloads for purposes of International Telecommunication Union
(ITU) Radio Regulation 18.1 and is the administration responsible for the operations of Intelsat
10. The U.S. Administration will not object to use of the Intelsat 10 satellite by the German
Administration for claiming bringing into use or continuing the use of orbital assignments at
47.5° E.L. This grant does not in any way express a view concerning, or agreement as to, the
validity or lack of validity of any ITU filing at or within the vicinity of the 47.5° E.L. orbital
location.
       7.     In connection with the provision of service in any particular country, Intelsat is
obliged to comply with the applicable laws, regulations, rules, and licensing procedures of that

country.
        8.     Intelsat‘s use of the 11.45—11.7 GHz bands is subject to footnote US211 to the
United States Table of Frequency Allocations, 47 C.F.R. § 2.106, US211, which urges applicants
for airborne or space station assignments to take all practicable steps to protect radio astronomy
observations in the adjacent bands from harmful interference, consistent with footnote US74.
       9.      Intelsat‘s operation of the Intelsat 10 space station in the 11.45—11.7 GHz band is
limited to international operations in accordance with footnote NG 104 to the United States
Table of Frequency Allocations, 47 C.F.R. § 2.106, NG 104, and footnote 2 of Section
25.202(a)(1) of the Commission‘s rules, 47 C.F.R. § 25.202(a)(1).
         10.      Use of the 12.25—12.70 GHz frequency band is not authorized in International
Telecommunication Union (ITU) Region 2.
       11.     Use of the 12.70—12.75 GHz frequency band is not authorized for FSS in the
space—to—Earth direction in ITU Region 2.
         12.     Grant of this authorization is without prejudice to any decision regarding Intelsat‘s
ability to file an application for authorization to operate a replacement space station in the 12.25—
12.50 GHz frequency band at the 68.5° E.L. orbital location.‘ Grant of this authorization does
not constitute an announcement that this frequency is available for reassignment.
       13.     Grant of this authorization does not constitute a finding pursuant to Section
25.161(c) of the Commission‘s rules.
         14.      Grant of this special temporary authority is without prejudice to any action on
IBFS File Nos. SAT—STA—20121022—00186.
        15.     Any action taken or expense incurred as a result of operations pursuant to this
grant of special temporary authority is at Intelsat‘s own risk.
       16.     This action is issued pursuant to Section 0.261 of the Commission‘s rules on
delegated authority, 47 C.F.R. § 0.261, and is effective immediately.

‘ Intelsat is also authorized to operate the Intelsat 20 space station (Call Sign $2847) at the 68.5° E.L. orbital
location, which will operate on many of the same frequencies currently used by Intelsat 10. See IBFS File No. SAT—
LOA—20111024—00208, granted July 26, 2012. Intelsat 20, however, will not use the 12.25—12.50 GHz frequency
band that is currently authorized for use by Intelsat 10. Id.

     Intelsat Licensge LLC herein requests an additional 30 days,                                  from November 22,           2012 through
     December 21,        2012,    of the Special Temporary Authority previously granted Intelsat to drift
     Intelsat 10        (call sign $2382)           from 68 .5 E.L.        to 47.5 E.L.,         and to operate it at that
     location in the C— and Ku—bands pursuant to the ITU filings of the German Administration.

             Dear Ms. Dortch:

             Intelsat License LLC ("Intelsat") herein requests an additional 30
             days—from November 22, 2012 through December 21, 2012—of the
             Special Temporary Authority ("STA")‘ previously granted Intelsat to
             drift Intelsat 10 (call sign $2382) from 68.5° E.L. to 47.5° E.L., and to
             operate it at that location in the C— and Ku—bands pursuant to the ITU
             filings of the German Administration." Intelsat has a pending 180—day
             STA request to continue drifting the satellite" and expects shortly to
             file an application for modification of the Intelsat 10 license to allow
             for its permanent operation at 47.5° E.L.




             ‘ Intelsat has filed this STA request, an FCC Form 159 and an $860.00
             filing fee electronically via the International Bureau‘s Filing System.

Intelsat 10 currently is drifting to 47.5° E.L. and is expected to be on—
station at that location in early January 2013. At 47.5° E.L., Intelsat
10 will be collocated with Intelsat 709.

During the drift of Intelsat 10 from 68.5° E.L. to 47.5° E.L., Intelsat
will continue to operate only the satellite‘s TT&C frequencies and
will follow industry practices for coordinating TT&C transmissions
during the relocation process. The specific TT&C frequencies are as
follows:

Uplink:

14000.5 MHz (RHCP)
14499.5 MHz (H)
Downlink:

12747.5 MHz (H and RHCP)
12748.5 MHz (H and RHCP)

Once on—station at 47.5° E.L., Intelsat will operate the following
Intelsat 10 communications frequencies:

3700—4200 MHz
5925—6425 MHz

14.0—14.5 GHz
11.45—11.7 GHz
12.25—12.75 GHz

Grant of this STA extension request is in the public interest because it
will allow Intelsat to meet customer demand at 47.5° E.L.

Grant of this STA extension request will not result in increased risk of
harmful interference. As noted above, Intelsat will continue to
operate only the above listed TT&C frequencies during the drift, and
will coordinate its TT&C transmissions with operators of satellites in
the drift path. Should any interference occur during the drift, Intelsat
will take all reasonable steps to eliminate such interference. Once on—
station at 47.5° E.L., Intelsat will operate the communications payload

in conformance with Germany‘s coordination agreements related to
that location or on a non—interference, non—protected basis.

Intelsat has assessed and limited the probability of the space station
becoming a source of debris as a result of collision with large debris
ot other operational space stations. Except briefly for Intelsat 709,
Intelsat 10 will not be located at the same orbital location as another
satellite or at an orbital location that has an overlapping station—
keeping volume with another satellite.* Further, Intelsat is not aware
of any other FCC licensed system, or any other system applied for and
under consideration by the FCC, having an overlapping station—
keeping volume with Intelsat 10 at 47.5° E.L. Finally, Intelsat is not
aware of any system with an overlapping station—keeping volume with
Intelsat 10 at 47.5° E.L. that is the subject of an ITU filing and that is
either in orbit or progressing towards launch.                               |

For the reasons set forth herein, Intelsat respectfully requests that the
Commission expeditiously grant this request.
