The application of Intelsat License LLC (Intelsat) for special temporary authority, IBFS File No.
SAT—STA—20120621—00103, IS GRANTED. Specifically, Intelsat is authorized, for a period of
180 days, commencing on November 1, 2012, to conduct telemetry, tracking, and command
functions necessary to drift the Intelsat 9 space station (Call Sign $2380) from the 58.0° W.L.
orbital location to the 43.10° W.L. orbital location in the 11.7005 GHz (space—to—Earth), 11.7025
GHz (space— to—Earth), 14.4945 GHz (Earth—to—space), and 14.0005 GHz (Earth—to—space)
frequency bands. Intelsat is also authorized to operate Intelsat 9 temporarily at the 43.10° W.L.
orbital location to provide Fixed—Satellite Service (FSS) in the 3700—4200 MHz (space—to—Earth),
5925—6425 MHz (Earth—to—space), 11.45—11.7 GHz (space—to—Earth), 11.7—12.2 GHz (space—to—
Earth), and 14.0—14.5 GHz (Earth—to—space) frequency bands. Operations under this
authorization must be in accordance with the terms and conditions contained in Intelsat‘s
application and the Federal Communications Commission‘s rules not waived herein, and are
subject to the following conditions:
        1.       All operations under this grant of special temporary authority must be on an
unprotected and non—harmful interference basis, 7.e., Intelsat must not cause harmful interference
to, and must not claim protection from interference caused to it by, any other lawfully operating
radiocommunication system.
        2.      In the event of any harmful interference as a result of the operations under this
grant of special temporary authority, Intelsat must cease operations immediately upon
notification of such interference and must immediately inform the Commission, in writing, of
such an event.
        3.       Intelsat must maintain its space station within an east—west longitudinal station—
keeping tolerance of + 0.05° of the 43.10° W.L. orbital location.
        4.       Grant of this authorization is without prejudice to any determination that the
Commission may make regarding Intelsat‘s pending application for regular authority to operate
Intelsat 9 at the 43.1° W.L. orbital location (IBFS File No. SAT—MOD—20120703—00110) or its
pending application with respect to the 11.7—12.2 GHz, 12.5—12.7 GHz, and 14.0—14.5 GHz
frequency bands at the 43.0° W.L. orbital location (IBFS File No. SAT—MSC—20100102—00232).
        5.     Intelsat‘s request for waiver of footnote NG 104 of Section 2.106 and footnote 2
of Section 25.202(a)(1) is GRANTED, as conditioned. Consistent with previous waivers granted
to Intelsat 9,1 we find that, with respect to the domestic use of the 11.45—11.7 GHz band, waiver
of footnote NG104 of Section 2.106 and footnote 2 of Section 25.202(a)(1) would not undermine
the rule‘s purpose because receive—only earth stations are not capable of causing interference into
fixed stations operating in the same frequency band. Furthermore, Intelsat cannot claim
protection from interference caused to it by fixed stations operating in the 11.45—11.7 GHz
frequency band.
        6.      Intelsat is required to inform its customers, in writing, including end—users
receiving service from resellers accessing capacity on the Intelsat 9 space station, that domestic
service in the United States in the 11.45—11.70 GHz frequency band is being provided on an
unprotected basis, and is therefore subject to interference from fixed stations authorized to

operate in the 11.45—11.7 GHz frequency band.
        7.      Intelsat‘s use of the 11.45—11.7 GHz frequency band is subject to footnote US211
to the United States Table of Frequency Allocations, 47 C.F.R. § 2.106, US211, which urges
applicants for airborne or space station assignments to take all practicable steps to protect radio
astronomy observations in the adjacent bands from harmful interference, consistent with footnote
US74.
        8.      Any action taken or expense incurred as a result of operations pursuant to this
grant of special temporary authority is at Intelsat‘s own risk.
       9.      This action is issued pursuant to Section 0.261 of the Commission‘s rules on
delegated authority, 47 C.F.R. § 0.261, and is effective immediately.

          Intelsat 9 (Call Sign $2380)

Dear Ms. Dortch:

Intelsat License LLC ("Intelsat") herein requests Special Temporary Authority
("STA")‘ for 180 days, commencing November 1, 2012, to drift Intelsat 9 (call
sign $2380) from 58.0° W.L. to 43.10° W.L. and operate at 43.10° W.L. in
inclined orbit mode." At the nominal orbital location of 43.0° W.L., Intelsat 9
will operate co—located with Intelsat 11."

Intelsat 9 currently is authorized to operate at 58.0° W.L.* Intelsat 21 (call sign
$2863), which currently is scheduled for launch on August 15, 2012, will
replace Intelsat 9 at 58.0° W.L.‘ Following traffic transfer from Intelsat 9 to
Intelsat 21, Intelsat 9 will be relocated to 43.10° W.L.° Subject to receipt of



‘ Intelsat has filed this STA request, an FCC Form 159 and an $860.00 filing
fee electronically via the International Bureau‘s Filing System.
* Intelsat expects to begin inclined orbit operations after traffic has been
transferred and before the satellite begins drifting. The satellite‘s expected end
of life, assuming the drift and inclined orbit operations, is September 2023.
* Intelsat will shortly file an application to modify the Intelsat 9 license to
allow the satellite‘s permanent redeployment to 43.10° W.L.

FCC approval, Intelsat expects to begin drifting Intelsat 9 on November 1,
2012 and have the satellite on—station at 43.10° W.L. by the end of December
2012.

During the drift of Intelsat 9 from 58.0° W.L. to 43.10° W.L., Intelsat will
utilize only the satellite‘s TT&C frequencies and will follow industry practices
for coordinating TT&C transmissions during the relocation process. The
specific TT&C frequencies are as follows:

Grant of this STA request is in the public interest because it will allow Intelsat
to expand customer services at the 43.10° W.L. location.‘

Grant of this STA request will not result in increased risk of harmful
interference. As noted above, Intelsat will operate only the above listed TT&C
frequencies during the drift, and will coordinate its TT&C transmissions with
operators of satellites in the drift path. Should any interference occur during
the drift, Intelsat will take all reasonable steps to eliminate such interference.
Once on—station, Intelsat will operate the TT&C and communications
frequencies in accordance with its coordination agreements governing the
nominal 43.0° W.L. location.

Intelsat has assessed and limited the probability of the space station becoming
a source of debris as a result of collision with large debris or other operational
space stations. Intelsat 9 will not be located at the same orbital location as
another satellite or at an orbital location that has an overlapping station—
keeping volume with another satellite." Further, Intelsat is not aware of any
other FCC licensed system, or any other system applied for and under
consideration by the FCC, having an overlapping station—keeping volume with
Intelsat 9 at 43.10° W.L. Finally, Intelsat is not aware of any system with an
overlapping station—keeping volume with Intelsat 9 at 43.10° W.L. that is the
subject of an ITU filing and that is either in orbit or progressing towards
launch.

Intelsat also requests that the waiver previously granted Intelsat 9 of footnote
NG 104 of Section 2.106 and footnote 2 of Section 25.202(a)(1) with respect to
the domestic use of the 11450—11700 MHz band continue to apply at 43.10°
w.L.




" As noted above, all customers with current contracts operating on Intelsat 9 at
58.0° W.L. at the time of the planned redeployment to 43.10° W.L. will be
accommodated on Intelsat 21 prior to the former satellite‘s drift.
