              REQUEST FOR SPECIAL TEMPORARY AUTHORITY


       DIRECTV Enterprises, LLC (“DIRECTV”) requests special temporary authority

(“STA”) to (1) “reflag” DIRECTV 1R as a United States satellite; (2) drift DIRECTV 1R

from its current orbital position at 72.5° W.L. to the Broadcasting Satellite Service

(“BSS”) slot allocated to the United States at 109.8° W.L., and (3) perform telemetry,

tracking and command (“TT&C”) functions with DIRECTV 1R during this drift.

DIRECTV requests that this STA become effective on December 31, 2011, and last for

sixty (60) days thereafter. This STA will enable DIRECTV to reposition DIRECTV 1R

to back up other satellites in its fleet and thereby ensure continuity of service to millions

of DIRECTV subscribers nationwide.

       DIRECTV 1R currently operates as a Canadian-licensed satellite pursuant to an

October 2008 Amendment No. 2 to the Amended and Restated Memorandum of

Agreement with Telesat Canada (“Telesat”) to provide service into the U.S. using the

Canadian BSS slot at 72.5° W.L. Pursuant to that agreement, DIRECTV’s right to


operate transponders at the 72.5° W.L. slot expires on December 31, 2011, at which time

DIRECTV would like to begin DIRECTV 1R’s migration to one of DIRECTV’s U.S.-

licensed DBS slots. DIRECTV has separately filed an application for a license to operate

DIRECTV 1R at 109.8° W.L., and is requesting this STA in order to reposition the

spacecraft while that application is being processed.

       During the relocation of DIRECTV 1R, the satellite’s communications payload

will remain inactive and only the TT&C payload will operate. DIRECTV requests

authority to operate on the following TT&C frequencies: 17305 and 17799 MHz (uplink)

and 12698.25 and 12699.25 MHz (downlink). DIRECTV will coordinate with

potentially affected satellite operators in accordance with industry practice, and will

operate on a non-interference basis.

       For the foregoing reasons, DIRECTV urges the Commission to grant the

requested STA as expeditiously as possible.
