                         APPLICATION OF SES AMERICOM, INC.

               SES Americom, Inc. (doing business as “SES”) hereby respectfully requests

special temporary authority (“STA”) for a period of thirty days beginning on November 10, 2011

to perform Telemetry, Tracking and Control (“TT&C”) to relocate the AMC-3 C-/Ku-band

satellite from 87° W.L. to 86.9° W.L. +/- 0.05°, where it will serve as an in-orbit spare. Grant of

the requested authority will simplify stationkeeping at the nominal 87° W.L. orbital location and

permit SES to make efficient use of its space stations.

               SES currently operates AMC-3 at 87º W.L. The replacement for AMC-3, SES-2,

was successfully launched on September 21, 2011, and is now in position at 87° W.L. following

the completion of in-orbit testing.1 Traffic is being transferred from AMC-3 to SES-2. SES

anticipates seeking Commission authority to relocate AMC-3 to another orbital location, but a

final decision regarding the next mission for AMC-3 has not yet been made. In the interim, SES

proposes to shift AMC-3 to an offset position in order to simplify stationkeeping at the nominal

87° W.L. orbital location.

               Relocation of AMC-3 to 86.9º W.L. will not adversely affect other operators. The

proposed stationkeeping volume does not overlap with that of any other spacecraft. SES will use

only the AMC-3 TT&C frequencies during the drift2 and will maintain AMC-3 at 86.9º W.L. as

an in-orbit spare. The proposed offset will move AMC-3 slightly closer to 85º W.L., where the

SES AMC-16 Ku/Ka-band hybrid spacecraft is located. SES will coordinate TT&C operations

internally among its spacecraft.

               SES hereby certifies that no party to this application is subject to a denial of

federal benefits pursuant to Section 5301 of the Anti-Drug Abuse Act of 1988, 21 U.S.C. § 862.

               SES waives any claim to the use of any particular frequency or of the

electromagnetic spectrum as against the regulatory power of the United States because of the

previous use of the same, whether by license or otherwise, and requests an authorization in

accordance with this application.

        Telemetry: 3700.5 MHz (vertical polarization; downlink), 4199.5 MHz (horizontal

               For the foregoing reasons, SES respectfully requests STA beginning on

November 10, 2011 to relocate the AMC-3 C-/Ku-band fixed-satellite space station to 86.9° W.L.

and maintain it there as an in-orbit spare.
