The request of Intelsat North America LLC (Intelsat) for special temporary authority (STA), File No.
SAT—STA—20101012—00214, is granted. Accordingly, Intelsat is authorized, for a period of 30 days, to
perform in—orbit testing (IOT) of the Intelsat 17 space station (Call Sign $2814) at the 63.15° E.L. orbital
location using the 3625—4200 MHz (space—to—Earth), 5850—6425 MHz (Earth—to—space), 10950—1 1200
MHz (space—to—Earth), 11450—11700 MHz (space—to—Earth), and 12500—12750 MHz (space—to—Earth),
and 13750—14500 MHz (Earth—to—space) frequency bands. Intelsat is also authorized to conduct
telemetry, tracking and telecommand (TT&C) operations centered on frequencies at 3947.5 MHz and
3952.5 MHz (space—to—Earth) and 6173.7 MHz and 6176.3 MHz (Earth—to—space) necessary to maintain
Intelsat 17 at 63.15° E.L. and to drift Intelsat 17 to its assigned orbital location of 66.0° E.L. upon
completion of IOT. This authorization is granted in accordance with the terms and technical
specifications in the STA application, the Federal Communication Commission‘s rules, and the following
conditions.        '

    1.   All operations shall be on an unprotected and non—harmful interference basis, i.e., Intelsat
         shall not cause harmful interference to, and shall not claim protection from interference caused
         by, any other lawfully operating radiocommunication system.

    2.   In the event any harmful interference results from operation pursuant to this STA, Intelsat shall
         cease the interfering operation(s) immediately upon notification of such interference and shall
         immediately inform the Commission, in writing, of the event.

    3. Intelsat‘s operations pursuant to this STA shall be limited to in—orbit testing and shall not include
         provision of commercial services.

    4.    Intelsat shall coordinate its IOT operations pursuant to this STA with the operators of potentially—
         affected geostationary satellites to ensure that no unacceptable interference results from such
         operation.

    5.   This action is taken pursuant to Section 0.261 of the Commission‘s rules on delegated authority,
         47 C.F.R. § 0.261, and is effective immediately. Petitions for reconsideration under Section
         1.106 or applications for review under Section 1.115 of the Commission‘s rules, 47 C.F.R. §§
         1.106, 1.115, may be filed within 30 days of the date of the public notice indicating that this
         action was taken.

Intelsat North America LLC herein requests a grant of Special Temporary Authority for 30 days,
from December 1,       2010 through December 30,   2010,   to conduct in—orbit testing of Intelsat 17          (call
sign S$2814)     at 63.15 E.L.   in the bands 3625—4200 MHz     ({downlink),   5850—6425 MHz   ({uplink),   10950—
11200 MHz,       11450—11700 MHz,   and 12500—12750 MHz    (downlink),   and 13750—14500 MHz    (uplink)    and to
drift the satellite to its permanent location of 66.0 E.L.

                          of Intelsat 17; Call Sign: $2814

              Dear Ms. Dortch:

             Intelsat North America LLC ("Intelsat") herein requests a grant of Special
             Temporary Authority ("STA")‘ for 30 days, from December 1, 2010 through
             December 30, 2010, to conduct in—orbit testing ("IOT") of Intelsat 17 (call sign
              $2814) at 63.15° E.L. in the bands 3625—4200 MHz (downlink), 5850—6425
             MHz (uplink), 10950—11200 MHz, 11450—11700 MHz, and 12500—12750 MHz
             (downlink), and 13750—14500 MHz {uplink) and to drift the satellite to its
             permanent location of 66.0° E.L. Intelsat 17 currently is scheduled to be
             launched as early as November 24, 2010. In support of its request, Intelsat
             submits the following information.

              During in—orbit testing of Intelsat 17,Intelsat will operate in the above
              referenced C— and Ku—bands. Intelsat has coordinated the planned in—orbit
              testing of Intelsat 17 with all operators of satellites operating co—frequency up:
            _ to six degrees away from 63.15° E.L. Specifically, Intelsat has coordinated the
              proposed testing with Inmarsat, which operates the Inmarsat 3F 1 satellite at
              64.5° EL. In addition, Intelsat has internally coordinated the proposed testing
              with the following of its satellites: Intelsat 904 (call sign S2408) at 60.0° E.L.,
              Intelsat 902 (call sign $2406) at 62.0° E.L., Intelsat 906 (call sign $2410) at
              64.15° E.L., Intelsat 702 (call sign 82388) at 66.0° E.L., Intelsat 10 (call sign
              $2382) at 685° E.L., and Intelsat 7 (call sign $2229) at68 65° E.L. In the
              unlikely event that harmfulr interference occurs, Intelsat will take all necessary
              steps to eliminate the interference.

              Intelsat has assessed and limited the probability of the space station becoming.
              a source of debris as a result of collision with large debris or other operatlonal

  space stations during in—orbit testing at 63.15° E.L. Intelsat 17 will not be
  located at the same orbital location as another satellite or at an orbital location
  that has an overlapping station—keeping volume with andther satellite. Further,
  Intelsat is not aware of any other ECC licensed system, or any other system
  applied forand under consideration by the FCC, having an overlapping station—
 keeping volume with Intelsat 17. Finally, Intelsat is not aware of any system
  with an overlapping station—keeping volume with Intelsat 17 that is the subject
  of an ITU filing and that is either in orbit or progressing towards launch.

 The in—orbit testing of Intelsat 17 at 63.15° EL. is a critical step in ensuring
 that the satellite will be fully operational at 66.0° EL. This, in turn, will
 ensure continuity of service to customers at the 66.0° E.L. location, and
 thereby promotes the public interest.

 For the reasons set forth herein, Intelsat respectfully requests that the
 Commission grant this request.
