The request of Intelsat North America LLC (Intelsat), IBFS File No. SAT—STA—
20100810—00175 is GRANTED. Accordingly, Intelsat is authorized, for a period of 60
days commencing on August 14, 2010, to continue to conduct Telemetry, Tracking, and
Command operations with the Intelsat 709 space station (Call Sign $2396) at the 54.85°
E.L. orbital location using the following frequencies: 6173.7 MHz and 6176.3 MHz
(left—hand circular polarization/Earth—to—space); 3947.5 MHz, 3948.0 MHz, 3952.5 MHz,
and 3952.0 MHz (right—hand circular polarization/space—to—Earth). Additionally, Intelsat
is authorized to operate the Intelsat 709 space station in the 3700—4200 MHz, 5925—6425
MHz, 10950—1 1200 MHz, 11450—1 1700 MHz, 12500—12750 MHz, and14000—14500
MHz bands to provide fixed—satellite service (FSS) from the 54.85° E.L. orbital location.
This authorization shall be in accordance with the technical specifications set forth in
Intelsat‘s application, this Attachment, and Federal Communication Commission
(Commission) rules, and is subject to the following conditions:

        1.     All operations of Intelsat 709°s at the 54.85° E.L. orbital location shall be
on an unprotected and non—harmful interference basis, i.e., Intelsat shall not cause
harmful interference to, and shall not claim protection from, interference caused to it by
any other lawfully operating station.

        2.     In the event of any harmful interference during Intelsat 709‘s operation at
the 54.85° E.L. orbital location, Intelsat shall cease operations immediately upon
notification of such interference, and shall inform the Commission, in writing,
immediately of such an event.

        3.      Any action taken or expense incurred as a result of operations pursuant to
this special temporary authority is solely at Intelsat‘s own risk.

        4.     Grant of this authorization is without prejudice to any determination that
the Commission may make regarding Intelsat‘s pending application to re—locate the
Intelsat 709 space station to the 54.85° E.L. orbital location (IBFS File No.
SAT—MOD—20091106—00117, as amended by SAT—AMD—20100104—00003).

       5.      This action is issued pursuant to Section 0.261 of the Commission‘s rules
on delegated authority, 47 C.F.R. § 0.261, and is effective immediately. Petitions for
reconsideration under Section 1.106 or applications for review under Section 1.115 of the
Commission‘s rules, 47 C.F.R. §§ 1.106, 1.115, may be filed within 30 days of the date of
the public notice indicating that this action was taken.

the Special Temporary Authority previously granted Intelsat to drift Intelsat 709         (call sign
$2396)    from 85.15 E.L.   to 54.85 E.L.   and begin operating at 54.85 E.L.   Intelsat has a pending
application for permanent authority to redeploy Intelsat 709 to 54.85 E.L.,        where it will operate
in the C— and Ku—bands pursuant to the ITU filings of the Indian Administration.

 Dear Ms. Dortch:

 Intelsat North America LLC ("Intelsat") herein requests an additional 60—day
 extension ~— from August 14, 2010 through October 12, 2010 —— of the Special
 Temporary Authority ("STA")‘ previously granted Intelsat to drift Intelsat 709
 (callsign S$2396) from 85.15° E.L. to 54.85° E.L. and beginoperating at 54.85°
 EL. Intelsat 709 is currently operatmg at 54.85° E.L. pursuant to the ITU
 filings of the Indian Administration." Intelsat has a pending application for
 permanent authority to redeploy Intelsat 709 to 54.85° E.L., where it will
 operate in the C- and Ku—bands pursuant to the ITU filings of the Indian
 Administration." Intelsat thus seeks further extension of its original STA to




 ‘Intelsat has filed this STA request, an FCC Form 159 and an $830.00 filing
 fee electronically via the International Bureau‘s Filing System.

continue operating at 54.85° EL. pendmg action on the application for
permanent authority.

Grant of this STA further extension request is in the public interest because it
will allow Intelsat to ensure continuity of service to customers in the Indian
Ocean region at 54.85° E.L. Grant also will allow the Commission more time
in which to consider the pending application for permanent authority.

Grant of this STA request will not result in increased risk of harmful
interference. Intelsat will continue to operate Intelsat 709 in conformance with
the Indian Administration‘s coordination agreements related to the nominal
55.0° E.L. location. Intelsat also will continue to operate Intelsat 709 at 54.85°
E.L. consistent with the conditions prevmusly imposed on Intelsat‘s operation
of Intelsat 709 at this same orbital Iocatmn

 Intelsat has assessed and limited the probability of the space station becoming
 a source of debris as a result of collision with large debris or other operational
 space stations. Intelsat 709 will not be located at the same orbital location as
 another satellite or at an orbital location that has an overlapping station—
_keeping volume with another satellite. Further, Intelsat is not aware of any
 other FCC licensed system, or any other system applied for and under
 consideration by the FCC, having an overlapping station—keeping volume with
 Intelsat 709. Finally, Intelsat is not aware of any system with an overlapping
 station—keeping volume with Intelsat 709 that is the subject of an ITU filing
 and that is either in orbit or progressing towards launch.
