The applications of PanAmSat Licensee Corp. (PanAmSat), SAT—STA—20100607—00124 and
SAT—STA—20100707—00155, for special temporary authority to continue to operate its C— and
Ku—band space station, Intelsat 3R, at the 43.1° W.L. orbital location are granted. Accordingly,
under IBFS File No. SAT—STA—20100607—00124, PanAmSat is authorized for a period of 30
days, commencing on June, 11 2010, to continue to operate the Intelsat 3R space station at the
43.1° W.L. orbital location. Under IBFS File No. SAT—STA—20100707—00155, PanAmSat is
authorized for a further period of 21 days, commencing on July 11, 2010 to continue to operate
the Intelsat 3R space station at the 43.1° W.L. orbital location. PanAmSat is authorized to
provide Fixed—Satellite Services in the 3700—4200 MHz (space—to—Earth), 5925—6425 MHz
(Earth—to—space), 11.7—12.2 GHz (space—to—Earth), 12.5—12.75 GHz (space—to—Earth), and 14.00—
14.5 GHz (Earth—to—space) frequency bands. These operations are authorized in accordance with
the technical specification set forth in PanAmSat‘s application, the Commuission‘s rules, and are
subject to the following conditions:

1.     PanAmSat shall operate the Intelsat 3R space station at the 43.1° W.L. orbital location in
       compliance with all existing or future coordination agreements for that location.

2.     Use of the 12.5—12.75 GHz frequency bands is not permitted for Fixed—Satellite Service
       in the space—to—Earth direction in Region 2.

3.     In connection with the provision of service in any particular country, PanAmSat is
       obliged to comply with the applicable laws, regulations, rules, and licensing procedures
       of that country.

4.     Any action taken or expense incurred as a result of operations pursuant to this special
       temporary authority is solely at PanAmSat‘s own risk.

5.     This grant of authority is without prejudice to any action that the Commission may take
       in connection with any pending or future application for permanent authority to operate
       the Intelsat 3R at 43.1° W.L.

6.     Grant of this application does not change the expiration date of the authorization for
       Intelsat 3R, which is February 1, 2011.

7.     Nothing in this grant shall be construed as approval of the post—mission disposal plans for
       the Intelsat 3R.

8.     This authorization is not one relating to an "activity of a continuing nature" for purposes
       of Section 1.62 of the Commission‘s rules and Section 558(c) of the Administrative
       Procedure Act. Continuation of operations beyond the term of this authorization will
       require prior affirmative authorization by the FCC.

9.    PanAmSat is afforded thirty days from the date of release of this grant and authorization
      to decline this authorization as conditioned. Failure to respond within this period will
      constitute formal acceptance of the authorization as conditioned.

10.   This action is issued pursuant to Section 0.261 of the Commission‘s rules on delegated
      authority, 47 C.F.R. § 0.261, and is effective immediately. Petitions for reconsideration
      under Section 1.106 or applications for review under Section 1.115 of the Commission‘s
      rules, 47 C.F.R. §§ 1.106, 1.115, may be filed within 30 days of the date of the public
      notice indicating that this action was taken.

    Re:         Request for Further Extension of Special Temporary Authority to
'               Operate Intelsat 3R at 43.1° WL; Call Sign PAS—2R

    Dear Ms. Dortch

    PanAmSat Licensee Corp. ("PanAmSat") herein requests an additional three—
    week extension — from July 11, 2010 through August 1, 2010 — of the Special
    Temporary Authonty ("STA") previously granted PanAmSat to operate
    Intelsat 3R (call sign PAS—2R) at 43.1° W.L.* On August 1, 2010, subject to
    receipt of FCC approval, PanAmSat intends to drift Intelsat 3R to $1.0° W.L.

    PanAmSat relocated Intelsat 3R to 43.1° W.L. under a 180—day STA® because
    at the time that STA request was filed — January 2009 — the estimated fuel on
    the satellite resulted in a planned de—orbit date in early—to—mid 2010. Since
    then, PanAmSat has extended the satellite‘s estimated End of Maneuver Life to
    July 2011 after an annual fuel usage evaluation. Given this new information,
    PanAmSat initially planned to seek permanent authority to operate at 43.1°
    W.L. ‘In response to customer demand, however, PanAmSat has filed a 180—
    day STA request to drift Intelsat 3R from 43.1° W.L. to 81.0° W.L., and to
    operate the satellite temporanly at 81.0° in the conventional C— and Ku—bands.*

    ‘ Intelsat has filed this STA request, an FCC Form 159 and an $830.00 filing
    fee electronically via the International Bureau‘s Filing System.:

 Grant of this STA further extension request is in the public interest because it
 will allow PanAmSat to continue operating Intelsat 3R at 43.1° W.L. pending
 its redeployment to 8$1.0° W.L. This will provide PanAmSat additional time to
 formulate a redeployment drift plan that best meets all of its customer needs
 and provide additional time for processing the pendmg request for STA to
 relocate the satellite to 8$1.0° WL.

 Grant of this STA further extension request will not result in increased risk of
 harmful interference. PanAmSat will continue to operate the Intelsat 3R _
 satellite at 43.1° W.L. in conformance PanAmSat‘s coordination agreements
 related to the nominal 43.0° W.L. orbital location, as well as with the FCC‘s
 rules designed to allow co—frequency, co—coverage operatlons in a two—degree
 spaced environment.

 For the reasons set forth herein, PanAmSat respectfully requests that the
 Commission grant this STA further extension request.                    —
