              Dear Mr. Edge:

              In order to facilitate consideration of the referenced applications, please provide the
              following information:

              1. Please provide a description of the architecture of the network used to provide the
              Open Range service, including detailed information concerning the types (manufacturer,
              model) and functionalities of base station towers and equipment (locations, antenna
              manufacturers and types, coverage footprints, and backhaul arrangements).

              2. For customer premises equipment, please specify the FCC Identifier(s) for all
              Globalstar/Open Range Mobile Satellite Service—Ancillary Terrestrial Component (MSS—
              ATC) terminals that have been deployed and provide a complete description of the
              technical specifications for this equipment. Please confirm whether these terminals can
              communicate with Globalstar satellites, and if so, under what conditions. If this
              equipment cannot communicate with Globalstar satellites, when does Open Range expect
              to deploy equipment with this capability?

              3. Please provide the expected actual burst and sustained speeds, for both upload and
              download, for customer premises equipment operating at the edge of a cell, assuming the
              network is operating at full planned capacity. Please also indicate the number of users
              that Open Range anticipates may be supported per cell, consistent with the expected
              speeds.

              4. For each market in which service has been launched, please provide the number of
              subscribers to the service, by month, since service inception. Also, for markets that have
              already launched, as well as planned markets yet to launch, please provide a projection,
              by month, for the number of subscribers in each community, assuming continued
              deployment consistent with Open Range‘s current deployment schedule. Please provide
              this projection for a period covering the currently planned deployment phase, at a
              minimum.


5. Please provide an analysis, for each already deployed base station and for not yet
deployed base stations for which a projected tower site has been identified, of the number
of households within the base station footprint for which the Open Range service would
be the (a) first, (b) second, or (c) third terrestrial provider of broadband service.

Please provide the requested information not later than July 27, 2010.
