The request of Intelsat North America LLC (Intelsat), IBFS File No.
SAT—STA—20100610—00128 is GRANTED. Accordingly, Intelsat is authorized, for a
period of 60 days commencing on June 15, 2010, to continue to conduct Telemetry,
Tracking, and Command operations with the Intelsat 709 space station (Call Sign $2396)
at the 54.85° E.L. orbital location using the following frequencies: 6173.7 MHz and
6176.3 MHz (left—hand circular polarization/Earth—to—space); 3947.5 MHz, 3948.0 MHz,
3952.5 MHz, and 3952.0 MHz (right—hand circular polarization/space—to—Earth).
Additionally, Intelsat is authorized to operate the Intelsat 709 space station in the 3700—
4200 MHz, 5925—6425 MHz, 10950—1 1200 MHz, 11450—1 1700 MHz, 12500—12750
MHz, and14000—1 4500 MHz bands to provide fixed—satellite service (FSS) from the
54.85° E.L. orbital location. This authorization shall be in accordance with the technical
specifications set forth in Intelsat‘s application, this Attachment, and Federal
Communication Commission (Commission) rules, and is subject to the following
conditions:

        1.     All operations of Intelsat 709‘s at the 54.85° E.L. orbital location shall be
on an unprotected and non—harmful interference basis, i.e., Intelsat shall not cause
harmful interference to, and shall not claim protection from, interference caused to it by
any other lawfully operating station.

        2.      In the event of any harmful interference during Intelsat 709‘s operation at
the 54.85° E.L. orbital location, Intelsat shall cease operations immediately upon
notification of such interference, and shall inform the Commission, in writing,
immediately of such an event.

        3.      Any action taken or expense incurred as a result of operations pursuant to
this special temporary authority is solely at Intelsat‘s own risk.

        4.     Grant of this authorization is without prejudice to any determination that
the Commission may make regarding Intelsat‘s pending application to re—locate the
Intelsat 709 space station to the 54.85° E.L. orbital location (IBFS File No.
SAT—MOD—20091106—00117, as amended by SAT—AMD—20100104—00003).

       5.      This action is issued pursuant to Section 0.261 of the Commuission‘s rules
on delegated authority, 47 C.F.R. § 0.261, and is effective immediately. Petitions for
reconsideration under Section 1.106 or applications for review under Section 1.115 of the
Commission‘s rules, 47 C.F.R. §§ 1.106, 1.115, may be filed within 30 days of the date of

Special Temporary Authority previously granted Intelsat to drift Intelsat 709       (call sign $2396)
from 8§5.15 E.L.   to 54.85 E.L.   and begin operating at 54.85 E.L.   Intelsat has a pending
application for permanent authority to redeploy Intelsat 709 to 54.85 E.L.,      where it will operate
in the C— and Ku—bands pursuant to the ITU filings of the Indian Administration.

            Intelsat North America LLC ("Intelsat") herein requests a 60—day extension ——

            fee electromcally via the International Bureau‘s Fflmg System.

             has a pending request for extension of STA seeking authority through June 14,
             2010, File No. SAT—STA—20100412—00074, (filed Apr. 12, 2010). Intelsat had
             also requested and was granted STA to continue to drift Intelsat 709 past
             54.85° E.L. to 50.0° E.L. and to operate it at 50.0° E.L. for 10 days pursuant to
             the ITU filings of the administration of Turkey before drifting the satellite back
             to 54.85° E.L. See Policy Branch Information; Actions Taken, Report No.
             SAT—00677, File No. SAT—STA—20100315—00046 (Apr. 2, 2010) (Public
             Notice).

            * Intelsat‘s latest extension of its agreement with the Indian Administration
            allows Intelsat to operate a satellite at 54.85° E.L. through December 31, 2010.
            That extension was attached to a previously—filed STA request (see File No. _
            SAT—STA—20091201—00134) and is incorporated herein by reference. Intelsat
            anticipates entering into a further agreement with the Indian Administration
            that will allow Intelsat to operate a satellite in the Ku—bandat 54.85° E.L
            beyond June 30, 2010.

 authority to redeploy Intelsat 709 to 54.85° E.L. , where it will operate 1n the C—
 and Ku—bands pursuant to the ITU filings of the Ind:tan Administration.*
 Intelsat thus seeks extension of its original STA to continue operating at 54.85°
 E.L. pending action on the application for permanent authority.

 Grant of this STA extension request is in the public interest because it will
 allow Intelsat to ensure continuity of service to customers in the Indian Ocean
 region at 54.85° E.L. Intelsat has a pending modification application to
 relocate the Intelsat 706 satellite from this location to 72.1° E.L."

— Grant of this STA request will not result in increased risk of harmful
  interference. Intelsat will continue to operate Intelsat 709 in conformance with
  the Indian Administration‘s coordinationagreements related to the nominal
  55.0° E.L. location. Intelsat also will continue to operate Intelsat 709 at 54.85°
  E.L. consistent with the conditions prev1ously imposed on Intelsat‘s operation
  of Intelsat 709 at this same orbital locatlon

 Intelsat has assessed and limited the probability of the space station becoming
 a source of debris as a result of collision with large debris or other operational
 space stations. Except during the transition of traffic from Intelsat 706, Intelsat
 709 will not be located at the same orbital location as another satellite or at an
 orbital location that has an overlapping station—keeping volume with another
 satellite. Further, Intelsat is not aware of any other FCC licensed system, or
 any other system applied for and under consideration by the FCC, having an

towards launch.

Dear Ms. Dortch:

Intelsat North America LLC ("Intelsat") herein supplements the above—
referenced pending request for a 60—day extension beginning June 15, 2010 of
the Special Temporary Authority ("STA") previously granted to drift Intelsat
709 (call si%n $2396) from 85.15° E.L. to 54.85° E.L. and begin operating at. at
54.85° E.L.

As explained in the STA, Intelsat 709 is currently operating at 54.85° E.L.
pursuant to the ITU filings of the Indian Administration. Intelsat‘s previous
extension of the agreement with the Indian Administration allowed Intelsat to
operate a satellite at 54.85° E.L. through December 31, 2010, except that
Intelsat‘s use of Ku—band outside of India beyond June 30, 2010 was to be
reviewed by the parties." Intelsat has now entered into a further agreement with
the Indian Administration that will allow Intelsat to operate a satellite in both
the C— and Ku—bands at 54.85° E.L. through December 31, 2010.°

For the reasons set forth herein, Intelsat respectfully requests that the
Commission grant Intelsat‘s pending STA request as supplemented with this
letter.
