Dear Ms. Dortch:

               At the request of the International Bureau staff, DIRECTV Enterprises, LLC
("DIRECTV*") hereby provides supplemental technical information on the operations
proposed for in—orbit testing of the DIRECTV 10 satellite under its pending request for
Special Temporary Authority ("STA").!
               All testing will be conducted using the satellite‘s spot beams, operating in the
18.58—18.8 GHz band. During the vast majority of the testing, downlink EIRP will be
less than 44 dBW, resulting in a power flux—density ("PFD") at the Earth‘s surface of less
than —1 18 dBW/m*/MHz regardless of the carrier modulation type used. During these
portions of the testing, two emission types will be used: NON and 36M0G7W. A few
tests may involve an unmodulated (¢.e., CW) carrier with satellite EIRP less than 65
dBW, which results in a PFD at the Earth‘s surface of up to —97.5 dBW/m"/MHz. As
described in the original STA request, episodes during which the PFD levels will exceed
—1 18 dBW/m"/MHz will be very short and transient across different frequencies, and will
only occur in the limited geographic area shown in that submission.

        In addition, during testing and subsequent migration of the satellite back to its
licensed orbital location, DIRECTV‘s TT&C operations will have the following
characteristics:

               Command         29251.00 MHz and 29493.00 MHz                     1M30FID
               Telemetry       18300.25 MHz and 18300.75 MHz.                    106KG9D
