The request of PanAmSat Licensee Corp. (PanAmSat) for special temporary authority,
IBFS File No. SAT——STA—20100430—00089, is granted.‘ Accordingly, PanAmSat is
authorized, for a period of 30 days commencing on May 10, 2010, to continue to conduct
Telemetry, Tracking, and Telecommand (TT&C) operations with the Galaxy 12 space
station (Call Sign $2422) necessary to complete the drift of the Galaxy 12 space station
from the 133.3° W.L. orbital location to the 133.0° W.L. orbital location, using the
following frequencies: 6424.5 MHz (Earth—to—space; right—hand circular and vertical
polarization); 4198 MHz (space—to—Earth; left—hand circular and horizontal polarization);
and 4199.875 MHz (space—to—Earth; left—hand circular and horizontal polarization).
Additionally, PanAmSat is authorized to operate the Galaxy 12 space station in the 3700—
4200 MHz (space—to—Earth) and 5925—6425 MHz (Earth—to—space) frequencies to provide
fixed—satellite service (FSS) during Galaxy 12‘s drift between the 133.3° W.L. and 133.0°
W.L. orbital locations, and while located at the 133.0° W.L. orbital location. This
authorization shall be in accordance with the technical specifications set forth in
PanAmSat‘s application, Federal Communication Commission (Commission) rules, and
the following conditions:
         1.       All operations during the drift shall be on an unprotected and non—harmful
interference basis, i.e., PanAmSat shall not cause harmful interference to, and shall not
claim protection from, interference caused to it by any other lawfully operating station.
        2.     In the event of any harmful interference during Galaxy 12‘s drift between
the 133.3° W.L. and 133.0° W.L. orbital locations, PanAmSat shall cease operations
immediately upon notification of such interference, and shall inform the Commission, in
writing, immediately of such an event.
         3.       PanAmSat‘s operations at the 133.0° W .L. orbital location shall be on a
non—harmful interference basis, i.e., PanAmSat shall not cause harmful interference to,
and shall not claim protection from, interference cause to it by, any other lawfully
operating space station.                ‘
       4.      In the event of any harmful interference during PanAmSat‘s operations at
the 133.0° W.L. orbital location, PanAmSat shall cease operations immediately upon
notification of such interference, and shall inform the Commission, in writing,
immediately of such an event.



‘ PanAmSat is currently operating Galaxy 12 under two grants of special temporary authority: IBFS Sat
No. SAT—STA—20100331—00061 that allows Galaxy 12 to drift to and operate at the 129.0 ° W.L. orbital
location for a period of 60 days, commencing on April 2, 2010; and IBFS File No. SAT—STA—20100408—
00070 that allows Galaxy 12 to continue its drift past the 129.0° W.L. orbital location to the 133.3° W.L.
orbital location, operate for one to two weeks in order to transfer traffic from another PanAmSat space
station, Galaxy 15, and then drift back to and operate at the 133.0° W.L. orbital location. Under the terms
of the instant special temporary authority, PanAmSat will be allowed to continue to drift Galaxy 12
between the 133.3° W.L. and 133.0° W.L. orbital locations and operate its communications payload during
the drift and while located at the 133.0° W.L. orbital location. PanAmSat also has a pending application to
modify the permanent authorization for Galaxy 12 in order to operate Galaxy 12 at the 129.0° W.L. orbital
location on a long—term basis (IBFS File No. SAT—MOD—20100120—00013).

        5.      Any action taken or expense incurred as a result of operations pursuant to
this special temporary authority is solely at PanAmSat‘s own risk.
       6.      While at the 133.0° W.L. orbital location, PanAmSat shall maintain the
Galaxy 12 spacecraft with an east/west longitudinal station—keeping tolerance of +/— 0.05
degrees.
        7.       PanAmSat shall maintain full operational control of the Galaxy 12 space
station at all times.
        8.      Grant of this authorization is without prejudice to any determination that
the Commission may make regarding PanAmSat‘s pending application to modify the
authorization of the Galaxy 12 space station in order to re—locate it to the 129.0° W.L.
orbital location (IBFS File No. SAT—MOD—20100120—00013).
       9.      This action is issued pursuant to Section 0.261 of the Commission‘s rules
on delegated authority, 47 C.F.R. § 0.261, and is effective immediately.

Special Temporary Authority originally granted PanAmSat to continue to drift Galaxy 12       (call sign
$2422)   past 129.0 W.L.   to 133.3 W.L., begin operating the communications payload,   and then drift
the satellite back to 133.0 W.L. while continuing to operate the communications payload.

             Dear Ms. Dortch: .

              PanAmSat Licensee Corp. ("PanAmSat") herein requests a 30—day extension
              —— through June 7, 2010 —— of the Special Temporary Authority ("STA")!
              previously granted PanAmSat to continue to drift Galaxy 12 (call sign $2422)
              past 129.0° W.L. to 133.3° W.L., begin operating the communications payload,
              and then drift the satelliteback to 133.0° W.L, while continuing to operate the
            — communications payload."

             Galaxy 12 is currently licensed to operate at 122.9° W.L." PanAmSat has a
             pendlng application for permanent authority to redeploy Galaxy 12 to 129.0°
             W.L.* PanAmSat initiated the drift of the satellite to 129.0° W.L. under STA.‘
             Following the recent technical anomaly on Galaxy 15, however, PanAmSat
             sought STA to use Galaxy 12 to replace Galaxy 15 at the nominal 133.0° W.L.
             orbital location.                                                     .




             ‘ Intelsat has filed this STA request, an FCC Form 159 énd an $830.00 filing
             fee electronically via the International Bureau‘s Filing System.

  Galaxy 15 customers have been transferred to Galaxy 12 and Galaxy 12
  continues to naturally drift to 133.0° W.L. Galaxy 12 currently is located at
  approximately 133.17° W.L. and is expected to be on—station at 133.0° W.L. on
  or about May 6, 2010.

  During the remaining drift of Galaxy 12 to 133.0° W.L., PanAmSat will follow
  industry practices for coordinating TT&C transmissions during the relocation
  process. During the remaining drift and once the satellite is on location at
    133.0° W.L., PanAmSat will continue to operate the satellite‘s C—band
    communications frequencies as well as the satellite‘s TT&C frequencies. The
    continued operation of the satellite‘s C—band communications during the drift
._ is being done to ensure continuity of service to C—band customers on the
  _ satellite. PanAmSat confirms that there are no satellites between 133.3° W.L.
    and 133.0° W.L. that operate a C—band communications payload. The specific
    TT&C frequencies for the drift to 133.0° W.L. are as follows:

  Grant of this STA extension request is in the pubhc interest because it will
  allow PanAmSat to continue drifting and operating Galaxy 12,thereby
  ensuring continuity of service to customers despite the technical anomaly on
  Galaxy 15. As noted in the original STA request, customers transferred to
  Galaxy 12 will not experience service degradation or be otherwise harmed by
  the satellite‘s drift to 133.0° W.L.

  downlink TT&C frequenc1es Thus, the uplink frequencyis now operating in
  vertical polarization; the downlink frequencxesin horizontal polarization.

Grant of this STA extension request will not result in increased risk of harmful
interference. As noted above, PanAmSat will coordinate its TT&C
transmissions with operators of satellites in the drift path. As also noted above,
there are no satellites in the drift path from 133.3° W.L. to 133.0° W.L.             |
utilizing C—band communications frequencies, and thus nointerference issues
are foreseen. Should any interference occur during the drift, PanAmSat will
take all reasonable steps to eliminate such interference. ‘Once on—station at
133.0° W.L., PanAmSat will operate the communications payload in
conformance with its sister company Intelsat‘s coordination agreements related
to the 133.0° W.L. location.

PanAmSat has assessed and limited the probability of the space station
becoming a source ofdebris as a result of collision with large debris or other
operational space stations. At 133.0° W.L., Galaxy 12 will not be located at
the same orbital location as another satelhte or at an orbital location that has an
overlapping station—keeping volume with another satellite. Further, PanAmSat
is not.aware of any other FCC licensed system, or any other system applied for
and under consideration by the FCC, having an overlapping station—keeping
volume with Galaxy 12 at 133.0° W.L. PanAmSat is also not aware of any
system with an overlapping station—keeping volume with Galaxy 12 at 133.0°
W.L. that is the subject of an ITU filing and that is either in orbit or — >
progressing towards launch.                                    '

For the reasons set forth herein, PanAmSat respectfully requests that the
