               Re:       Requestfor Special Temporary Authorityfor In—Orbit Testing of
                         DIRECTVY 12 at 76° W.L.

Dear Ms. Dortch:

        DIRECTV Enterprises, LLC ("DIRECTV") hereby requests Special Temporary
Authority ("STA") to continue in—orbit testing ("IOT") of the DIRECTV 12 satellite (call
sign $2797) at the 76° W.L. orbital location. DIRECTV is currently conducting IOT
pursuant to an STA,‘ and seeks permission to perform additional tests for a period of
approximately 30 days using the same operational parameters currently authorized.
DIRECTV has cleared its proposed operations with NTIA, and hereby agrees to accept
all terms and conditions imposed with respect to its existing STA.

        Grant of this STA request will serve the public interest by allowing DIRECTV to
complete testing of the DIRECTV 12 satellite to ensure that it is fully operational and
ready to begin providing service to millions of DIRECTV subscribers from the satellite‘s
licensed orbital location.
